The Assistant Animal Services Manager assists the Manager in the organization and operation of the Animal Services division. Assists and supports the Manager in the daily needs surrounding personnel management. These duties include performance management and coaching. Oversees activities of division staff in areas of animal care, citizen complaints, inventory and ordering, off-site adoptions, grant programs and volunteer activities, administrative staff duties, and field staff. Acts as liaison with community groups and other departments and assists in the budget preparation.
- Plans, coordinates, administers and directs long and short-term activities of the Animal Services Division. Provides expected customer service to citizens and through staff, ensures proper and humane care for Shelter animals. Generates, and/or reviews reports, correspondence, and associated documents required of Animal Services.
- Monitors the personnel and equipment resources of Animal Services. Identifies, investigates, and resolves any conflicts of Animal Services. Performs personnel related duties including hiring, training, coaching, performance evaluations, and discipline.
- Manages animal shelter operations to include kennel areas, administration/dispatch, field and reclaim areas in order to provide service programs/projects related to field and animal shelter operations (e.g., animal registration, impound programs, educational programs, dispatching, ordering, budgeting, and fleet management).
- Coordinates, as needed, Animal Service’s activities and functions with outside agencies, local government, and other Health Department divisions to facilitate the goals and objectives of the Department. Represents the City and department to media, public and private concerns.
- Assists with the Animal Services’ budget requests and documentation for submission with the Department’s budget. Monitors the Division’s budget and manages its resources.
- Performs all other related duties as assigned.
REQUIRED:
- Associate’s Degree from an accredited college or institution in Animal Science, Environmental Science, Natural Sciences, Finance, Management or a related field.
- Four years of professional work experience working with animals in an Animal Hospital, Shelter, or related Animal Facility.
- Must obtain Basic State Certification in Animal Control and Certification in Euthanasia within one year of date of hire.
- Valid driver’s license with acceptable driving record (must obtain TX driver’s license within 90 days).
- Demonstrated supervisory experience.
PREFERRED:
- State Certification in Animal Control.
- Two years supervisory experience.
- Experience in extensive public contact with a customer service environment.
Knowledge, Skills, and Abilities
Knowledge of, and adheres to all Federal, State, County, and local ordinances and laws, as well as City Policies and Procedures, and Department Written Directives. Proven supervisory/management skills and communication skills are required, including ability to communicate effectively through public speaking. Must have ability to effectively supervise work of others. Must be able to effectively operate and maintain facilities for animals. Must have ability to work some evenings and weekends. Ability to get along appropriately with co-workers and the public.
Attendance is an essential function of this position. The City reserves the right to require an employee in this position to work overtime. This position provides services or performs duties for the benefit of the general public during emergency situations. These may include services or duties different from those performed in the usual course and scope of your job. In the event of an evacuation, the incumbent in this position may be required to remain to perform needed services.

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
