This temporary position is located in Raleigh - Wake County.


Job Order Hourly Rate of Pay: $33.17 (Based on education and/or years of relevant work experience reflected on the application).


This temporary position will be assigned to the Department of Justice. This position is located at 114 W. Edenton St., Raleigh, NC 27603.

The primary purpose of this position is to independently and with minimal supervision provide IT procurement legal services to the Department of Information Technology (“DIT”). This position will review state agencies’ information technology and DIT’s procurement solicitation documents, ensure that they comply with DIT statutory requirements, specifications, requirements, and business needs of the purchasing state agencies, including applicable state terms and conditions, and negotiate appropriate contractual terms for IT technology for state agencies. Contract drafting and review skills, including RFQ, RFP, IFB drafting, review, risk spotting, and negotiation skills are required. IT contracts and technology contracts awareness and experience are preferred. Additionally, the attorney will perform any additional duties and responsibilities assigned by the client or supervisor. DIT is the State’s primary procurer and manager of information technology (“IT”) assets including hardware, software, IT project design and management, and IT security. DIT is charged with centralizing, standardizing, and designing IT network architecture for all agencies in State government, working to ensure that state agencies follow standard principles of IT network design and internet access. The temporary attorney will work with the DIT procurement business unit, with a primary focus on IT procurement. Supervision and oversight will be provided by the section head and the temporary attorney is expected to work closely with permanent NCDOJ attorneys serving DIT’s legal needs.

  • Working knowledge of case, statutory, regulatory, and common law.
  • Working knowledge of judicial and quasi-judicial procedures and the rules of evidence.
  • Ability to conduct civil or criminal litigation.
  • Ability to interpret and apply constitutional provisions, statutes, administrative regulations, court decisions, and other precedents.
  • Ability to analyze facts, evidence, and legal instruments.
  • Ability to express conclusions and arguments clearly and logically in oral and written form.
  • Ability to maintain effective working relationships.

Minimum Education and Experience Requirements

Licensed to practice law by the North Carolina State Bar and have one year of professional legal experience. NOTE: GS 114-2 and 114-6 make it the duty of the Attorney General of NC to represent the State of North Carolina in all litigation unless another statute specifically states otherwise.
