Position Purpose
Performs complex management and oversight activities for daily operations of the financial management and accounting teams. Establishes short-, mid-, and long-term goals and objectives; developing guidelines, procedures, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; and developing and evaluating budget requests. Plans, assigns, and/or supervises the work of the team. Develops and maintains positive and functional relationships with internal and external stakeholders. Works under limited direction with extensive latitude for the use of initiative and independent judgment.

- Preferred knowledge of federal grant applications process and processes and experience implementing airport rates and charges models or fee structure for an enterprise fund or rate based corporate entity.
Essential Functions
- Manages the activities of staff on the departmental accounting teams including planning, evaluating, and supervision of the financial management systems.
- Evaluates effectiveness of current budgeting practices/programs and looks for ways to improve the department through regular and ongoing review of processes, procedures, and structure.
- Works with a consultant to oversee the rates and charges mechanism for the departmental budget and is accountable for setting and evaluation of the fees and rates and charges three times a year.
- Conducts research and logical analysis of procedural, financial, and structural barriers to determine areas of needed improvement for the internal and external budgeting processes.
- Appraises and evaluates the desirability and feasibility of fiscal and program restructuring; and develops or directs the development of recommendations to senior management.
- Analyzes procedural, financial, and structural barriers to provide effective and efficient delivery to the department including an analysis of the flow of service delivery and the interrelationship or program components.
- Recommends improvement strategies for restructuring or redesigning based on findings.
- Develops and maintain rates and charges, fees, revenue and expenditures history for comparison and evaluation for effectiveness and efficiency of financial management.
- Leads the Department's financial rating structure with rating agencies such as Moody's, Fitch, S&P, ect. and creates a financial management plan for the department.
- Acts as liaison the City of Dallas-Controller's Department.
- Conducts monthly analysis of AP/AR and shares information with all levels of management.
- Establishes short-, mid- and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
- Oversees the preparation of and evaluates for financial reports for analysis for bond sales, grant applications and other financial mechanisms.
- Performs all other duties as assigned.
Minimum Qualifications
EDUCATION:
- Bachelor's degree in a business, public administration, accounting or finance.
EXPERIENCE:
- Four (4) years of professional level administrative experience which involved responsibility for three (3) or more of the following areas:
- Program development/implementation
- Budgeting preparation and monitoring
- Performance management
- Strategic financial planning
- Development of policies and/or operational procedures
- Preparing and/or delivering oral/written presentations
AND
- Two (2) years of experience in a supervisory/management capacity (This experience may be concurrent with the above).
EQUIVALENCIES:
- High school diploma or GED plus eight (8) years of the required experience including two (2) years of supervisory/management responsibilities will meet the education and experience requirements.
- Associate degree in any field plus six (6) years of the required experience including two (2) years of supervisory/management responsibilities will meet the education and experience requirements.
- Bachelor's degree or higher in a non-specified field plus six (6) years of the required experience including two (2) years of supervisory/management responsibilities will meet the education and experience requirements.
- Master's degree or higher in a specified field plus two (2) years of the required experience including two (2) years of supervisory/management responsibilities will meet the education and experience requirements.
Aviation: Knowledge of City of Dallas budget procedures, capital budgeting best practices and procedures, airport financing and Aviation rates and charges. Must pass TSA background check.
