BENEFITS SPECIALIST: JOB DESCRIPTION

POSITION SUMMARY
CLC is seeking a Benefits Specialist. The Benefits Specialist position is responsible for the administration of all employee benefits. This position develops, recommends, and implements new or modified benefit plans and employee benefit policies that have been approved by the Executive team. The Benefits Specialist oversees the day-to-day operations of health benefit plans which include medical, dental, short-term and long-term disability, life insurance, supplemental insurance plans, flexible spending plans and 403(b) retirement plan.

RESPONSIBILITIES
  • Audit all employee benefit deductions per pay period and reconcile monthly billing for all benefit providers. Investigate any discrepancies and collaborate with the Payroll Manager to address benefit reconciliation issues, audits and other matters.
  • Administer all employee benefit programs; implement approved enhancements or changes to existing plans by designing and distributing materials for benefits orientations, open enrollment and summary plan descriptions.
  • Maintain and distribute plan summary documents and other informational materials for communicating plans to employees.
  • Conduct employee meetings and oversee enrollment. Advise and respond to inquiries by the management team and employees on existing benefits.
  • Administer benefit modules in HRIS; create and modify plans as needed. Implements, modifies, and maintains carrier connection feeds.
  • Coordinate daily benefits processing; oversee enrollments for group and supplemental health insurance plans and COBRA. Process deductions for terminations, status changes, beneficiary changes.
  • Serve as primary contact for plan vendors and third-party specialists.
  • Confer with the Director of Operations and HR Manager on plan changes or proposals. Provide information upon request to the Executive Team with regard to benefit inquiries. Provide benefit and HR information as needed for union negotiations.
  • Coordinate open enrollment for health benefits and flexible spending accounts.
  • Ensure compliance with applicable government regulations. Ensure timeliness and accuracy of reporting and surveys, including EEO-1 reporting and 1094-1095C reporting. Ensure completion of compliance testing and annual Flex discrimination testing.
  • Maintain compliance for OHSA, HIPAA, Section 125 Cafeteria Plan and California Affordable Care Act regulations.
  • Analyze current benefits, evaluating the use, services, coverage, effectiveness, cost, plan experience and competitive trends in benefits programs, and identify the company's stance.
  • Complete benefits surveys and review information obtained from the results. Analyze complex benefits information. Forecast trends and assist with future benefits designs. Develop specific recommendations for review by management.
  • Advise the Human Resource Manager of significant benefit transactions developments and ongoing progress of benefit reconciliations per pay period.
  • Ensure compliance with the status and completion of all governmental reporting requirements.
  • Other duties, projects, and responsibilities as requested.
EXPERIENCE & QUALIFICATIONS
A minimum of three (3) years’ experience in Benefits Administration.
The successful candidate will also demonstrate:
  • Strong analytical skills and ability to problem solve.
  • Experience in benefit reconciliation.
  • Thorough knowledge of benefit plan implementation, management and compliance requirements of all
  • federal and state regulations, filing requirements relating to employee benefits programs including: ERISA, COBRA, FMLA, ADA, Section 125, workers' compensation, Medicare, and DOL requirements.

  • Computer proficient- extensive knowledge of Microsoft Excel; experience with ADP is preferred.
  • Detail-oriented, organized, and ability to multi-task.
  • Excellent interpersonal and communication skills, both written and orally.

BENEFITS & COMPENSATION

The pay range for this position is $72,000 to $80,000, based on relevant experience as determined by CLC. CLC offers an excellent benefits package including 15 PTO days and 12 sick days in the first year, an up to 6% employer-matched retirement plan, and generous Family and Medical Leave and health care plans.
