Description

Promote commercial development, opportunities, and existing business success. This is accomplished by composing marketing materials for a variety of media platforms, participating in partner organization and community events, and maintaining a database of available properties, business contacts, and business retention visits. Promote development and redevelopment projects for the City of Peoria by promoting and soliciting grants from federal, state and philanthropic entities. An ideal candidate would have experience working with a diverse business community, the ability to maintain confidentiality, and represent the City of Peoria to the public in a professional manner. Experience in developing and implementing communication strategies is also highly desirable.

Examples of Duties

Business Recruitment: • Assists in the various strategies to recruit businesses and developers. • Fields calls from companies wishing to locate in Peoria. • Maintains a system that tracks prospect businesses and maintains a database of available properties. • Participates in realtor events and attends economic development events. • Assists in setting up meetings with prospects and appropriate city staff.

Business Retention: 20% • Implements strategies for business retention. • Assists with business expansion needs, and conducts property searches when companies wish to expand and/or move their operations to or within the city of Peoria. • Maintain a current database of available properties, and organizes business visits.

Small Business Development: • Acts as a liaison between the small business community and local and regional economic development agencies/organizations. • Works with partner economic development organizations to identify and implement actions to enhance small business development in Peoria. • Shares resources and training opportunities with business owners, identifying and referring small business clients to appropriate agencies and development centers to further assist business owners’ needs.

Marketing/Communication Efforts: • Composes marketing material and develops communication strategies for showcasing city programs, development opportunities, business activities, and success stories using a variety of media platforms and traditional communication channels (ex: website, electronic newsletter, etc.)

Loan and Incentive Programs: • Assists in marketing the program to realtors and businesses. • Helps businesses with applications, and processes applications for review by appropriate staff.

Grant Management: • Develops and maintains financial reports, programmatic reports, and records as required by city ordinance, the state of Illinois, and federal funding agencies.

Minimum Qualifications

Bachelor’s degree from an accredited four-year college or university in Public Administration, Business Administration, or a related field, valid State driver’s license; relationship building skills and at least three years of progressively responsible related experience and strong customer service skills required. Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered. CEcD or other economic development certification preferred but not required. Work during evenings and occasional weekends may be required.

IMPORTANT ATTRIBUTES: Knowledge of private and public financing programs, including Tax Increment Financing and Enterprise Zones. Knowledge of applicable state, federal and local ordinances, laws, rules, and regulations; principles and practices of managing and implementing urban development and redevelopment programs, small business finance and techniques of commercial lending institutions. Knowledge of economic development programs and policies. Skill in using discretion, initiative, and independent judgment within established guidelines; communicating clearly and effectively, both orally and in writing; preparing clear and concise reports, correspondence and other written materials and organizing work, setting priorities, meeting critical deadlines, and following up on assignments with a minimum of direction. Ability to work independently and with minimal supervision to determine appropriate course of action to achieve maximum project outcome. Ability to speak effectively before public groups and respond to questions and to define problems, collect data, establish facts, and draw valid conclusions.

PENSION PROGRAM: Illinois Municipal Retirement Fund (IMRF): Ten years required for vesting. IMRF Death Benefit – Annual Salary after 1 year's service. IMRF Disability Benefit – 50% of Salary up to 30 months after 1 year's service.

VACATION: No Vacation in first year of employment. Earn 6.67 hours per month.

Employees can 'Roll Over' 1 year's plus 1 week vacation accrual from year to year. Credit may be given to new hires for prior government service for accruals.
SICK LEAVE: 6.67 hours per month earned. No limit on total days accumulated. Limit of 120 days paid out upon termination. (Percentage of Career Salary)
PERSONAL LEAVE: Earn 2.67 hours per month.

In First Year of Service - Accrued monthly, up to 4 days per year
2 to 5 Years of Service - 4 days per year
5 Years and Over - 5 days per year

HOLIDAYS: 10 Paid Holidays per year.
MEDICAL/DENTAL INSURANCE: Coverage effective first day of the next month following completion of one calendar month of employment. Members may opt out of the City's insurance program with proof of other coverage – coverage for dependents is optional. The City of Peoria Health Insurance offers two (2) plan options for coverage. Bi-weekly premiums for employees depend on which plan is selected. On your hire date, you will meet with City's Patient Advocate to receive detailed information on the plans and the appropriate premium cost. Depending on plan selection, you can enroll in the Flexible Spending Program (FSA) or Health Savings Account (HSA).

RESIDENCY: You are required to establish residency with Peoria city limits within one year of employment. However, if you choose to waive the requirement, you must live within a twenty (20) mile radius of City Hall and give up 2% of your base pay for five (5) years. You will need to complete a Waiver of Residency form in the Human Resources Department.
