Sturgis is a community of 7,000 residents located in the northern Black Hills of South Dakota. Known for its annual Sturgis Motorcycle Rally, which attracts 600,000+ visitors to our community each summer, we are nestled between the prairie and the Black Hills, in close proximity to Bear Butte, numerous lakes and winter ski resorts. Easily accessible through exits on Interstate 90, we are a community connected locally, regionally and even internationally. We also have easy access to a world-class mountain biking trail system.
City Description: The City of Sturgis is a vibrant, growing community. Our residential housing growth has exceeded the pace of other metropolitan areas with the State of South Dakota in recent years. Our commercial growth has seen a revitalization of the City’s downtown corridor with both renovation and new construction of buildings and infrastructure along Main Street. We are most proud of the City’s Rally Point, a community gathering space and concert venue.
The City of Sturgis is responsible for the provision of all traditional municipal services (police, water, wastewater (sewer), garbage collection, streets, EMS, building permitting and inspections, planning services, animal shelter, and much more). The City also operates a City owned off-sale Liquor Store.
The Council feels very strongly in investing in our infrastructure and funding capital improvement projects. We are just finishing a new $16 million wastewater treatment facility. We have several subdivision projects under construction with several more planned. In addition a new independent living facility is opening soon. We have bike path extensions underway and, of course, there are always floodplain management projects.
We have approximately 100 full-time employees with another 50 to 75 part-time employees, varying by season.
Additionally, the City hosts numerous events. Each summer we organize a weekly community gatherings on Wednesday evenings for a summer concert series and mountain bike point racing series. We host a Camaro Rally each June as well as Off Road Rally each fall.
The City is closely aligned with the Sturgis Area Chamber of Commerce and Visitor’s Bureau. Sturgis Downtown Foundation, as well as the Sturgis Economic Development Corporation to attract new and retain existing businesses to our growing community.
Position Description: Briefly, the City Manager is responsible for the day-to-day administration of the City and is under the direction of the City Council. This position is primarily responsible for:
· exercising administrative supervision of the City through department heads and coordinating the operations of city department;
· assist Council with setting conditions for economic development through implementation of the City's comprehensive plan and Council direction,
· ensuring the development and execution of the City's budget, providing strategic financial advice to the Council and supporting the Finance Officer in ensuring the City's financial health,
· and, building the consensus within the community regarding Council goals.
This position serves as the top appointed executive in the City, responsible for carrying out the policies and programs determined by the elected City Council. The powers and duties of the City Manager are regulated by State law and are outlined in the City's job description for City Manager. This position ensures City government operations and functions effectively serve the needs of Sturgis residents, while complying with applicable laws and regulations.
Position requirements: The successful candidate will have a Master's Degree in Public Administration (or related educational field of study) (although experience in lieu of education may be considered) as well as a Bachelor's degree in Public Administration, Political Science, Business Management, Economics, Finance, or closely related field from an accredited university. The Council requires a minimum of ten (10) years progressive responsibility as a City Manager/Administrator or equivalent managerial position in an organization of comparable complexity. A diverse exposure to managing all aspects of a full service city is critical as well as a proven track record of community outreach and consensus building, both internally and externally, with diverse stakeholder groups is imperative.
Benefits & Compensation: Competitive salary with final offer dependent upon the qualifications and experiences of the successful candidate as well as final Board approval. Benefit package, including moving assistance, is available. The salary range is $130,000 to $150,000 with an annual performance bonus (up to 3%).
