This position manages the inspection operation of public works construction projects, manages
the construction of a wide variety of public works and municipal projects, and administer the permitting and inspection of right-of-way permit construction. Review construction plans for capital improvement and development projects. Manage and evaluate inspection staff.
- Oversee the inspection of construction projects and quality control on all inspections
- Manage construction testing services for capital projects
- Read and interpret of construction, grading, irrigation, landscaping plans
- Manage the procurement, budget and schedule of construction contracts
- Assist in the management of construction contracts
- Review and approve City right-of-way permits and plans
- Assign and supervise construction inspectors to both city and developer construction projects, assuring construction projects are built to city standards and specifications
- Evaluate and make recommendations to the project manager on field changes and change orders
- Address inquiries and investigate concerns related to construction activities
- Review construction plans and specifications during late stages of design and prior to bidding process
- Review monthly estimates and invoices for payment on city projects including streets, stormwater, alleys, bridges, gutters, sidewalks, water, wastewater and other capital projects
- Review projects with City Engineer, CIPP Manager, & Project Managers prior to final acceptance
- Assist with budget preparation as needed and monitor project expenses
- Communicate courteously and effectively with other City employees, officials, contractors, engineers and developers
- Prepares a variety of reports and analysis for the City Engineer as requested
- Investigates and reports on railroad improvement program, street light improvement program, and other Department programs
- Reviews plans and specifications, schedules, and attends pre-construction conferences
- Observes construction as work progresses and upon completion
- Prepares daily status reports of job activities and ensures construction inspectors do the same
- Promotes a culture of safety in the workplace and reports safety hazards when observed
- Assists in creating a positive and supportive work environment and establishes a culture of teamwork and communication that promotes workplace diversity, equity, and inclusion

Essential Supervisor Duties
- Exercises direct supervision over assigned staff
- Prepares timely performance evaluations that clearly define expectations
- Documents performance highlights and provides regular coaching and accurate feedback to employees; establishes performance standards and controls
- Develop recommendations regarding selection, hiring, training, evaluating, and disciplining assigned employees
- Mentors staff and identifies training opportunities to maximize performance
- Monitors training outcomes based on established training standards and requirements
- Performs supervisory activities including instructing, assigning, and reviewing work; maintaining standards, allocating personnel, acting on employee problems, selecting new employees; and implementing discipline, termination, and evaluation procedures
High School diploma or equivalent and eight years’ experience in public works construction is required. Must have a minimum of 3 years of supervisory or lead experience in public works construction inspection. An equivalent combination of education, training and experience, which provides the required knowledge, skills and abilities, may be considered. Must possess a valid driver’s license.
Knowledge, Skills, and Abilities
Advanced knowledge of principles and practices of Public Works administration, roadway and bridge construction specifications, standards and practices, along with thorough knowledge of the methods, materials, and equipment common to engineering and construction operations- Must have ability to perform mathematical calculations for grade volumes, areas, and other related calculations; operate survey level and theodolite; record and interpret survey information; negotiate and mediate personnel and construction matters; guide direct and manage inspectors.
- Must be able to maintain mental focus and function effectively during assigned work activities. Must be able to pull all factions together to ensure quality projects.
- Basic knowledge of applicable federal, state, and local laws, codes and regulations related to construction inspection and safety
- Knowledge of operational characteristics of standard equipment associated with construction and construction inspection
- Knowledge of construction and engineering terminology
- Knowledge of methods and techniques for basic report preparation and writing
- Skill in reading and understanding engineering plans and specifications
- Strong interpersonal, analytical, decision making, problem solving and organizational skills
- Ability to communicate effectively with engineering and construction professionals, coworkers, and the public
- Ability to promote and enhance a team oriented work environment
- Ability to be creative, innovative and flexible in managing the changing needs of the department and the City
- Ability to express ideas effectively both orally and in writing
- Ability to use independent judgment and discretion in determining and deciding upon procedures to be implemented
- Driving: Drives a city or personal vehicle in the normal course of business
- Office Equipment: Daily use of computer, keyboard, copier, scanner, printer, calculator, phone (desk and cell). Daily use of software programs including Microsoft Office Suite, Outlook, Word, Excel.
- Other Equipment: Must be able to wear/use appropriate personal protective equipment (PPE)
- Physical Activities: Moderate physical activity that may include walking, sitting, standing, stooping, bending, reaching, lifting and carrying
- Lifting: Frequently lifts, carries, and exerts up to 50 pounds and occasionally lifts, carries, and exerts up to 100 pounds with assistance
- Vision and Hearing: Must have visual acuity to see and read paper and electronic documents. Must be able to answer telephones, communicate conversation and respond to verbal inquires. Must be able to differentiate between colors and shades of color and recognize sound on construction sites that indicate nearby equipment and/or safety hazards
- Exposure to Environmental Conditions: Will be exposed to extreme heat, cold, dry, wet, odors, smoke, loud noises, vibrations, dust or intense light. May be exposed to chemicals including cleaners, solvents, paints and other potentially toxic agents. Work may be performed in precarious or tight spaces
- Schedule: Position generally scheduled Monday - Friday; occasionally weekend work. May be required to be available for on-call duty
- Additional Working Conditions: May be exposed to work settings that vary in convenience and comfort
- Safety Sensitive: This position is subject to the city’s drug screening

PAID TIME-OFF BENEFITS:
- Holidays: There are 11 paid holidays each year.
- General Leave: Leave banks are granted to employees after six months of full-time employment. General Leave may be used for vacations, personal business, illness, or other reasons as requested by the employee and approved by his/her supervisor.
