This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: As a Construction Control Representative has full responsibility for the management and surveillance of assigned construction projects normally involving considerable difficulty and complexity.
Duties
- Reviews contract plans and specifications to become familiar with the work.
- Attends pre-bid and pre-construction conferences to discuss principal construction features and requirements.
- Drafts proposed change orders and modifications to meet construction requirements.
- Establishes detailed inspection requirements, schedules, and control methods to assure that all phases of construction comply with the contract plans.
- Works independently in setting up overall quality assurance programs for contracts.
- Perform inspections independently of soils, and other materials.
Come work as a civilian for the US Army Corps of Engineers, Duluth Resident Office located adajecent to the Duluth Iconic Aerial Lift Bridge. The US Army Corps of Engineers oversees federal navigation dredging & structure contracts from Duluth, MN to Grand Marais, MN and Duluth, MN to Marquette, MI. In addition to dredging, USACE is the Quality Assurance represented on several EPA funded projects along the Duluth-Superior Harbor.
What would I do day to day?
In the construction off season, you will be reviewing contract plans, contract specifications & contractor submittals for the upcoming construction season. When the weather warms up and construction begins, you will be onsite for with the contractor making sure the contractor is abiding by the contract drawings, contract specifications, and there contract submittals. You would also be the safety front for the government making sure the contractor is meeting the safety requirements set forth in the USACE EM 385-1-1

- Position might require 75% TDY.
- Regular and recurring construction inspections in which there is walking, stooping, bending, and climbing. It also requires the use of Personal Protective Equipment (PPE) weighing up to forty (40) pounds.
- Incumbent is exposed to all types of weather conditions.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-07 grade level, you must have: One year of specialized experience equivalent to the GS-06 grade level in the Federal service that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes applying some knowledge of construction methods or techniques while conducting basic field observations of construction projects; taking test readings and recording findings; and reading plans and specifications. Participate in meetings with customers, contractors, and other stakeholders. Writing reports daily to document findings.
To qualify at the GS-08 grade level, you must have: One year of specialized experience equivalent to the GS-07grade level in the Federal service that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes applying knowledge of construction methods or techniques while under supervision conducting and reporting field observations; inspecting non-complex equipment and materials; and ensuring compliance with plans and specifications. Participate in meetings with customers, contractors, and other stakeholders. Completing Safety inspections in accordance with established safety and health requirements. Writing reports daily to document findings.
To qualify at the GS-09 grade level, you must have: One year of specialized experience equivalent to the GS-08 grade level in the Federal service that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes substantial knowledge in interpreting plans, and specifications. Participate in inspecting materials and workmanship to ensure quality, safety, and equipment. Completing Safety inspections in accordance with established safety and health requirements.
To qualify at the GS-10 grade level, you must have: One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes Interpreting plans and specifications of routine construction projects; inspecting materials and workmanship to ensure quality, safety, and compliance with regulation and contractual requirements; reviewing contractor-submitted documents for accuracy and adequacy; providing input to project engineers toward solutions or courses of action observations made at project sites.
To qualify at the GS-11 grade level, you must have: One year of specialized experience equivalent to the GS-10 grade level in the Federal service that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes Interpreting plans and specifications of complex construction projects; inspecting materials and workmanship to ensure quality, safety, and compliance with regulation and contractual requirements; performing a thorough reviews of contractor-submitted documents for accuracy and adequacy; providing input and recommended solutions to project engineers toward solutions or courses of action observations made at project sites. Developing QA inspection requirements for upcoming projects.
