Description

Public Works Administration is seeking an individual with experience in leading, developing, and supporting data infrastructure, complex data systems, analytics, and system integrations. The individual will lead the Public Works IT Data Services Team whose focus is data solutions that support Public Works business needs and support connections to the Enterprise Integrated Data System. This team is responsible for working on IT technical and data projects, advising on connected infrastructure, coordinating data and analytics work, building data connections, and supporting data systems.


Location and hours:
This position is considered hybrid and located at 1600 Prairie Drive Medina, MN 55340 and remotely as job duties require. Work hours will be Monday through Friday, 8:00 a.m. – 4:30 p.m. This position will be required to work at the Public Works Facility in Medina or other locations as needed.

While this position is designated as hybrid, based on current requirements hires must reside in Minnesota or Wisconsin.

In this position, you will:
  • Supervise the Data Services team that includes; hiring, training, time management, work assignments, and discipline of staff.
  • Plan, design, support and implement data collection processes, data integrations, data services, and data infrastructure for Public Works.
  • Define best practice support models that enforce technical standards and interface tools of appropriate system needs.
  • Contribute to workforce development strategies.
  • Work closely with the Public Works Business Information Officer on execution of strategic and complex data projects that align with strategic goals for the business line.
  • Perform Head of Analytics duties by managing the business line’s data portfolio that includes; be a liaison between the enterprise and the LOB on data and analytics work, provide consultation to the LOB on data solutions, advance analytics, support the business line data lake, develop analytic program goals, and data alignment with strategic goals.

Need to have:
  • One of the following:
    • Bachelor's degree or higher in computer science, management information systems (MIS), or closely related field and three years or more of senior system software programming experience.
    • Bachelor's degree or higher in computer science, management information systems (MIS), or closely related field and three years or more in an IT supervisory position leading a technical team.
    • Associates degree in a related field (or approved certification in an information technology program) and five years or more at a senior system software programmer level.
    • Seven years or more of senior system software programming experience or as an IT supervisory position leading a technical team.

Nice to have:
  • Certifications in:
    • A leading professional level certification area (ex: MCSA, MCSE, IBM, CDMP, etc.).
    • Database Administration.
    • Business Intelligence.
  • Experience:
    • Supervising, mentoring, and directing IT professionals and support staff.
    • In system development or programming.
    • In database administration and designing and optimizing databases.
    • In data architecture, data engineering, and/or data modeling, working with structured and unstructured data.
    • Working on projects to build data relationships and integrate systems.
    • Researching, testing, implementing, and supporting technical solutions.
    • Implementing solutions for data driven decision making.
    • Automating business process through pipelines and scripting.
    • In vendor management.
  • Knowledge of:
    • Azure data tools.
    • IoT and connected systems.
    • Power BI and other data visualization tools.
    • SSRS (Reporting Services), SSIS (integration Services), T-SQL, Batch scripting, PowerShell, Crystal Reports and Crystal Reports Server.
    • IT best practices, IT support processes, agile methodologies/frameworks, organizational applications, technology integration, security concepts, virtual and cloud concepts, and data continuity.
    • Relationship between data, business process and, technology systems.
    • Different database types, data structures and, data relationships.
  • Ability to:
    • Lead diverse teams and use disparity reduction and racial equity lens to data solutions.
    • Organize and plan work effectively; establish and maintain effective working relationships.
    • Improve data systems and evaluate current systems.
    • Work with data analysts on developing sustainable data sources.
    • Make recommendations for improvements of data structures to support predictive analytics and robust statistical analysis.
    • Communicate effectively through written and in-person presentations.
    • Work across organizational boundaries, to help lead and influence change.
    • Strong organizational, analytical, and decision-making skills.
