Participates in and supervises the engineering and business functions of Public Works to include Engineering Design, Highway and Bridge Maintenance and Construction, Storm Water Management, Noxious Weeds, and Environmental Resources.

Direct the design, utility relocation and right of way acquisition activities on road & bridge projects
Work with design engineers and technicians to establish schedules, set budgets and assign tasks.
Meet with consultants, citizens and other governmental agencies to work on common issues and solve problems.
Prepare and coordinate inter-local cooperation agreements for Public Works projects including KDOT, adjacent counties, cities within Sedgwick County and private enterprise.
Supervision of employees who review plats and other submittals related to platting & zoning.

Prepare the Public Works portion of the annual Capital Improvement Plan (CIP)
Development and review of project cost estimates.
Description of projects and scheduling of project activities to match available funding.
Coordinating with Public Works staff, budget staff, the CIP committee, Metropolitan Area Planning Department (MAPD), Metropolitan Area Planning Commission (MAPC) and Wichita Area Metropolitan Planning Organization (WAMPO).
Assist the Public Works Controller and County Engineer in the preparation of the Public Works portion of the annual county budget.
Represent Public Works at meetings of the Subdivision Committee and MAPC.

Prepare applications for the Transportation Improvement Plan (TIP) submitted semiannually
Submit applications to WAMPO for inclusion in TIP.
Track existing projects and integrate them into the CIP and County Budget to meet federal funding schedules as set out in the TIP.

Minimum Qualifications: Bachelor’s Degree from an accredited college or university in Civil Engineering. Ten years of engineering experience including four years at the supervisory level. Valid Kansas Driver’s License; Licensed Professional Engineer in the State of Kansas.
