Job Summary:
Directs and manages the development and implementation of products/programs in laboratory informatics for the Southern California region. Develops and directs programs to improve laboratory service in the region using Information Technology products.
Essential Responsibilities:
- Provides leadership and strategic direction for laboratory informatics.. Identifies the clinical data requirements of the Laboratories across the region, and facilitates LIS deployment and customization to satisfy these requirements. Works with the laboratory staff and appropriate committees for the purpose of ensuring coordination of LIS planning, development and implementation between the Laboratory System and Kaiser Permanente Information Technology (KPIT) as well as other appropriate external organizations. Conducts assessments of the laboratory informatics environments, synthesizes pertinent information, and identifies implications for planning and development of clinical services, providing periodic structured environmental assessment and recommendations relative to future direction for informatics for the Laboratory System. In collaboration with Administration and the Clinical Laboratory Staff, responsible for identifying the needs of the Information System for laboratory services, quality management, utilization management, clinical resource management, and performance improvement initiatives. Conducts ongoing technology assessment of laboratory information systems and products, related to identifying and meeting organizational needs and potential external collaborations. Provides expertise to other departments in the support of the laboratory information systems, products and services responsive to current and future needs of the organization: Advises on all issues related to access and interfaces. Tracks and advises on industry standards for the clinical needs (CLIA, CAP,FDA etc) . Serves as liaison with the staff and departments for the purpose of integrated support of the installed applications for Clinical and Anatomic Pathology and Genetics areas. Assists in developing product specifications including the application and functionality of software programs, software vendor requests for proposals, recruitment of vendors and evaluation of vendors work. Assists in monitoring vendors adherence to specifications, quality and effectiveness of vendor support. Collaborates with the leadership and departments to provide Informatics requirements in the development of new and enhanced services for the laboratories. Responsible for budget and staffing for support of laboratory informatics department. Performs other duties as assigned.
Basic Qualifications:
Experience
- Minimum seven (7) years of managerial experience supervising people in a clinical laboratory or other patient care setting.
- Minimum seven (7) years of technical experience.
Education
- Masters degree in Healthcare Informatics, Computer Science, Biomedical Engineering, Clinical Engineering, or related discipline required, OR six (6) years of experience in a directly related field.
- High School Diploma or General Education Development (GED) required.
License, Certification, Registration
Additional Requirements:
- Must possess strong motivational and organization skills , and a quality of care perspective to develop an innovative laboratory informatics program.
- Must have experience in managing budgets.
- Excellent written and verbal communication skills are essential.
- Must be able to analyze and assess laboratory information system (LIS) resources and needs, and. to communicate the capabilities and limitations of the LIS and the deployment plan.
- Must have experience incustomizing an LIS to meet local laboratory needs, and in adapting local laboratory workflows to take full advantage of LIS functionality.
- Must have experience maintaining and upgrading a LIS.
- Must have experience data mining and report generation.
- Must have experience interfacing with analyzers, middleware, and an electronic medical record.
- Must have experience knowledge of Visio, Project, Word, Excel, Access, FileMaker Pro, and PowerPoint programs.
- Must be able to work in a Labor/Management Partnership environment.
Preferred Qualifications: California CLS, California MLT, ASCP MLT or ASCP MLS preferred
Notes:
- Regional position responsible for Lab Information Systems in SCAL and requires national presence.
- May be required to travel between North Hollywood, Chino Hills & Electronics Place.
