Director of Assembly Public Works Job at Lake Junaluska Assembly Inc
The Assembly Public Works Director is a highly responsible professional position directing the operations of the Assembly Public Works department. This position provides administrative technical advice and updates to the Executive Director/CEO and Executive Team of Lake Junaluska, Lake Junaluskas Board of Trustees, the N.C. Utilities Commission, the Lake Junaluska Community Council and Lake Junaluska Property Owners Organizations.
The director is responsible for the day-to-day maintenance of the Lake Junaluska community infrastructure such as water distribution and sewer collection operations; garbage, recycle, brush, and leaf programs; street maintenance, storm water operations, and emergency response for snow, ice, and severe weather; leadership of a 24/7 security services operation for the community and conference center; and operation of the Lake Junaluska dam.
Essential Functions

- Maintains strong relationships with key community leaders, employees, contractors, the general public, and representatives of agencies in the area surrounding Haywood County

- Conducts needs assessments for consultant services and makes recommendations
- Reviews real-estate transactions and building plans to ensure compliance with applicable deeds and covenants
- Maintains up-to-date knowledge of regulatory and permitting issues associated with public water, lakes, creeks, and dams
- Responsible for interviewing, evaluating, training, disciplining, and coaching staff for the purpose of maintaining adequate and effective staffing
- Responsible for maintaining quality procedures to ensure public health and regulatory compliance
- Strengthen core competencies and safe work practices
- Must possess excellent hospitality skills and a strong desire to foster an attitude of Christian hospitality
- Comply with all safety policies, practices, and procedures and report unsafe activities or conditions immediately to the executive director/CEO or the human resources department, dependent upon the unsafe activity or condition
- Perform other duties and responsibilities as assigned and required
- Bachelors degree or higher from an accredited college or university with a concentration in Civil Engineering, Public Administration, or Business with a minimum of 5-10 years municipal or county public work and utilities operation and maintenance experience at a management level or an equivalent combination or training, education, and experience
- Knowledge in municipal public works such as planning, design, maintenance, and construction
- Knowledge of principles and standards in the engineering disciplines related to municipal water supply, distribution, collection, sewer disposal, and road and drainage systems
- Strong knowledge of accounting principles for budget preparation and expenditure control
- Knowledgeable in applicable federal, state, and local laws and regulations pertaining to public work functions
- Possess and routinely demonstrate a strong knowledge in effective management and practices
- Strong communication skills with the ability to prepare and create clear and comprehensive written reports
- Ability to plan, organize, and direct the work of the public works and security personnel
- analyze, evaluate, and implement municipal public works and security programs/projects

- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule formats, including blueprints
- Must be flexible and able to adapt to changing needs, multiple task demands, and work structures
- Must be willing to work a flexible schedule and be available for on-call or emergency situations
- Knowledge of not-for-profit organizations and understanding of faith-based organizations preferred
- Ability to interpret real-estate deeds, covenants, rules, and regulations pertaining to construction and real-estate transactions
