General Description

The purpose of this job is to assist the Chief of Child and Adolescent Services in the coordination and implementation of School Based services provided in El Paso County Schools (not limited to El Paso ISD, Canutillo ISD, Socorro ISD, & Fabens ISD) and oversee the infrastructure that coordinates services for children and youth enrolled in CAD programs Responsible for staff training and supervision of EHN team as deemed appropriate. The Director will be the primary contact person for students, administration and families at School Based Mental Health facilities and will spearhead efforts to engage those previously listed in services. The primary goals are to build a positive relationship with participants and assist them in developing their abilities for self-management. This position will provide support, education, consultation, and basic services to participants, families and administration. With younger individuals, working with families will be more prominent since they play a pivotal role in the individuals' lives during adolescence and the first years of adulthood. This position will monitor, oversee, and supervise the team-based process.

This position reports directly to the Chief of Child/Adolescent Services. This class works independently, under limited supervision, reporting major activities through periodic meetings.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, completing employee performance appraisals, and document audits.
  • Oversee the coordination of patient care by monitoring and evaluating processes and services utilized to meet the youth and family's needs.
  • Assists with recruitment, hiring, and training of staff and volunteers/students.
  • Coordinates and/or provides training, and other related staff development activities.
  • Develop, review, monitor and evaluate policies and procedures, protocols and standards in CAD services.
  • Plan and manage methods to measure, assess and identify opportunities to improve the performance of CAD services.
  • Participates in budget creation and expense management.
  • In collaboration with the Chief of Child and Adolescent Services, implements and assists in creating workflows, monitoring goals of the program and documents activities as needed. Ensures that program goals are followed and reported.
  • Compile and review multiple reports on work function activities for operational efficiency purposes, financial tracking purposes, and for process improvement to identify trends, assist in financial forecasting, and make recommendations that influence the annual budget.
  • Stays informed of and disseminates to staff information related to the legal and ethical issues involved in the counseling and psychiatric field.
  • Ensures that requests for records are completed in a timely manner.
  • Licensure/registration/certification must be always maintained times.
  • May provide clinical supervision to including orientation and training, individual and group supervision and evaluation of performance in addition to direct care.

Minimum Education and Experience Requirements

Requires a Master's degree in Psychology, Social Work, Counseling or a related subject supplemented by one (1) year of supervisory experience and three (3) years of experience in direct use of pragmatic (i.e., structural, strategic and functional) family therapies; individual therapy with children and adults using cognitive behavioral techniques, or closely related field; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.


Experience with trauma-informed resiliency-oriented care, Cognitive Behavioral Therapy (CBT), and other evidence-based practices such as Nurturing Parenting, Play Therapy, and family therapies.

Required Knowledge and Abilities

Knowledge of trauma-informed theories, principles, and practices (includes multi-faceted understanding of concepts such as community trauma, intergenerational and historical trauma, parallel processes, and universal precautions), preferred.

Physical Demands

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

  • Involves routine and frequent exposure to:
    • Bright/dim light; Dusts and pollen.
    • Other extreme hazards not listed above.

Special Certifications and Licenses

  • Requires Texas Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW) or Licensed Marriage and Family Therapist (LMFT). Texas LPC-S or LCSW Supervisor licensed preferred.
  • Must possess and maintain a valid state Driver's License with an acceptable driving record.
  • Must be able to pass a TB, criminal background and drug screen.
  • Must possess and maintain Qualified Mental Health Professional-Community Service (QMHP-CS) certification.
  • Child and Adolescents Needs and Strengths (CANS) certification preferred.
