Job Summary
The Director of Quality, Compliance and Ethics, under the leadership of the Chief Quality, Compliance & Ethics Officer, develops and monitors policy and procedures, implements an effective compliance program, and leads a team of Quality and Compliance staff to monitor and support quality of services in YAI California.

Key/Essential Functions & Responsibilities

Lead the oversight of quality and compliance activities aimed at promoting high quality services that foster the protection and promotion of the peoples’ rights, safety, health, and satisfaction and that are operated in a manner that embodies professional and ethical standards in all programs.

Ensure that corporate compliance, quality improvement and incident management systems are in place and in compliance with all applicable laws, regulations and agency policies and procedures.

Assist in the development and provision of training and education for YAI California staff.

Under the guidance of the YAI Privacy Officer, manage HIPAA privacy issues in the California region.

Implement an effective compliance program that follows guidelines provided by Centers for Medicare & Medicaid Services (CMS) and California Department of Developmental Services (DSS).

Develop auditing tools and supervise and/or conduct internal audits to assess compliance with policies, procedures, and regulations.

Support programs in developing appropriate corrective action when deficiencies are identified.

Conduct and/or supervise investigations into quality and compliance related matters.

Monitor the implementation of corrective action stemming from incident investigations and audit findings.

Stay abreast of legislative and regulatory requirements and disseminate information to relevant parties.

Collaborate with the programs to promptly respond to requests or concerns from external oversight entities.

Monitor and drive compliance with the Home and Community-Based Services (HCBS) settings requirements.

Supervise a team of Quality and Compliance Staff and ensure that they receive adequate training and instruction to provide effective oversight and support to programs.

Identify and monitor metrics for systemic quality improvement.

Performs all other duties, as assigned

Qualification Requirements

· Bachelor’s degree required, Master’s or other advanced degree preferred

· Certification in Healthcare Compliance preferred

· Experience working with State and Federal privacy laws and enforcing best practices for Protected Health Information

· Must be knowledgeable of Department of Developmental Services regulations

· Minimum of 5 years of related experience. Related experience can be a combination of working with the I/DD population, supervisory experience and working in a compliance and quality improvement capacity.

· Ability to travel to various regions and programs throughout California

· Experience in MetricStream tool or similar applications preferred.

Job Type: Full-time

Pay: $80,000.00 - $95,000.00 per year

Schedule:

  • 8 hour shift
  • Monday to Friday
