The DMV Law Enforcement Division is seeking an Assistant Special Agent in Charge (ASAC) to supervise work group operations in the Fairfax and Staunton Districts. The purpose of this position is to supervise law enforcement programs and operations for the Special Inspections Group (SIG). Incumbent will serve as the area supervisor and will effectively supervise multiple agents on a regional basis. Advanced knowledge of: state and federal motor vehicle laws and their application to business transactions DMV is required to process, particularly those contained in Title 46.2, Chapters 12 and 16; VLIC sections pertaining to issuance/transfer of motor vehicle titles, VIN verifications/installations, salvage examinations and salvage certificates; business practices associated with sale of motor vehicles and/or parts, agency procedures and protocols for titling motor vehicles, licensing salvage businesses, and requirements for individual license categories; techniques used to encourage compliance with laws and regulations applicable to automotive industry. This position reports to the SIG Special Agent in Charge and in his/her absence the Director of Field Operations. This position provides an important link between the SAC and field personnel by establishing performance expectations at the beginning of each performance cycle, resolving employee relation issues, coaching employees for optimum performance.

Minimum Qualifications
- Advanced knowledge of: state and federal motor vehicle laws and their application to business transactions DMV is required to process, particularly those contained in Title 46.2, Chapters 12 and 16; VLIC sections pertaining to issuance/transfer of motor vehicle titles, VIN verifications/installations, salvage examinations and salvage certificates; business practices associated with sale of motor vehicles and/or parts, agency procedures and protocols for titling motor vehicles, licensing salvage businesses, and requirements for individual license categories; techniques used to encourage compliance with laws and regulations applicable to automotive industry.
- Thorough knowledge of: principles of supervision; agency polices governing law enforcement; best practices for police operations including use of force, radio communication, and vehicle operation; investigative principles and techniques, laws of arrest, rules of evidence, search and seizure and search warrants; collection, preservation, and presentation of evidence; police field training and evaluation techniques; business use of personal computers; DHRM and DMV policies applicable to hiring, performance management, conduct, and ethics; agency operational areas, responsibilities, and work-flow channels; division work-flow; investigative and service functions performed by special agents; best practices for small office operations; federal and state motor vehicle laws applicable to work-group operations; VLIC and DLIC manuals; agency data systems commonly used in support of investigative operations; NMVTIS procedures and data use.
Skilled at: first line supervision; using Microsoft office products such as Word, Excel and PowerPoint in the normal course of business; developing and making presentations; navigating network systems used by the agency and effectively communicating through email programs such as Google; preparing complex written reports that are concise, well written, and presentable to the executive level; communicating effectively and professionally both orally and in writing; developing and managing projects aimed at improving work unit ability to meet goals, objectives, and expectations; using agency data and records management systems; using agency data systems, including NMVTIS to conduct research and analysis into title and/or odometer histories.
Able to: effectively supervise multiple agents on a regional basis; recognize and resolve work-flow issues that impact the work group’s ability to meet expectations for service; coach and mentor subordinates to develop their potential or correct issues relative to substandard performance; read, interpret, explain, and apply complex laws and procedures; conduct critical analysis of requests, complaints, or allegations, identify issues involved, gather pertinent information/evidence, recognize gaps in available data, obtain needed information, arrive at a logical conclusion, and take appropriate action; communicate tactfully and effectively with variety of individuals; work independently with minimal supervision and motivation; analyze business records associated with salvage industry; work as both team leader and team member to accomplish common goals; think creatively and use problem solving as a means to overcome obstacles to the work-group’s mission; direct the work of others and set work priority levels; readily adapt to organizational and operational changes; use research and analysis to recognize title integrity and odometer issues and make recommendations for appropriate corrective action or resolutions.
Must possess experience performing complex/specialized investigations, managing a caseload, making presentations; preparing reports; analyzing complex data searches.
Preferred Qualifications
- Bachelor’s degree in criminal justice or equivalent experience and education.
Special Requirements
Must possess a current
DCJS
certification as a Virginia law enforcement officer within DMV’s Law Enforcement Division.
Comply with statutorily specified minimum qualifications for law enforcement officers (s 15.2-1705, Code of Virginia) including a criminal history records check, a background investigation, and a physical examination; possess a drivers license and driving record that reflects a sense of safety and responsibility; willing to work irregular hours, travel overnight, and endure personal risks.
Must not have been convicted of a crime of domestic violence or a felony. Must be able to successfully complete all required law enforcement training including firearms, emergency vehicle operation, and defensive tactics. Must reside or relocate to a location within 50 miles or 75 minutes drive time of assigned work location (Arlington CSC). Must meet and maintain all federal and Virginia legal qualifications to serve as a law enforcement officer.
