Description
This is a professional, high-level position, supporting the trial court in the design, development, implementation, and coordination of a treatment-based drug court. With an active caseload of over 200 clients, this position has oversight responsibility for this treatment court. In addition, the position requires experience in understanding research principles and use of available resources. With responsibility, for the administration and oversight of grants, the position also acts as a liaison between Drug Court and the Friends of Drug Court (501c3). This position is also directly responsible for the coordination of clinical treatment provided in drug court and supervises the case management unit composed of six case managers, one court liaison, two intake specialists and one data entry specialist, serving a high-risk/high-need population. Additionally, this position is responsible for the coordination of services in drug court, acting as a liaison with offices such as: State Attorney’s Office, Public Defender’s Office, private providers, and Thriving Mind South Florida. While maintaining a high degree of independence and accountability for implementing and monitoring drug court best practices, this position reports and works closely with the Circuit Criminal Division Director and Assistant Director.
This position is eligible for a hybrid remote work/onsite schedule after a 90-day period, as outlined by existing Circuit policies and procedures.
Responsibilities
- Conducts complex research and develops activities which contribute to the implementation and enhancement of treatment-based drug courts.
- Observes and evaluates comparable systems, performance measures, processes, or research for purposes of designing, developing or validating research related to the drug court program.
- Assists with the development of grant proposals to secure funding and, advancements in drug court.
- Monitors contractual agreements for services supporting drug court.
- Administers grants awarded to Drug Court and ensures full compliance.
- Develops detailed action plans which outline objectives, strategies, and tasks.
- Acts as Clinical Director for the drug court case managers.
- Reviews case files for clinical compliance and develops a client specific treatment strategy for case managers to follow.
- Ensures that staff are thoroughly trained and understand their role, complying with policies and procedures of the department.
- Implements best practices within the drug court.
- Collects and reviews available data and research materials to assist with grant reporting requirements.
- Analyzes the data and develops valid and reliable conclusions and recommendations that pertain to the treatment-based drug court.
- Serves as a liaison among the designated Drug Court Judge, Assistant State Attorney, Assistant Public Defender, Criminal Justice Officials, treatment professionals, educational officials, county government officials, the business community, and the Office of the State Courts Administrator (OSCA).
- Coordinates communication networks among stakeholder agencies and partners so that all are informed and knowledgeable of all drug court projects and progress.
- Ensures compliance between the Court and the service providers as required in the Memorandum of Understanding, maintaining linkage agreements.
- Coordinates and presents county-wide drug court training programs for all county and private providers.
- Prepares, maintains, and implements a written procedures manual in accordance with evidence-based practices and a drug court program handbook.
- Coordinates all travel and other arrangements for the drug court team when participating in outside conferences.
- Monitors and evaluates compliance, including site visits to the county and private programs, attended by drug court clients.
- Develops formal responses to inquiries with minimal supervision.
- Research new and innovative literature to keep drug court current.
- Evaluates the success of special programs within drug court.
- Prepares protocols for participating professionals to ensure consistency, understanding and compliance with drug court, updating protocols as needed.
- Monitors and reports on the drug court budget and submits annual reports.
- Oversees all monthly drug court graduations coordinated by the Administrative Assistant.
- Monitors use of the Drug Court’s web-based application to ensure the accuracy of data.
- Monitors statistics for the Medically Assisted Track of the Drug Court.
- Coordinates all referrals to the Medically Assisted Treatment track/Detox clinic. Maintains reports and data to ensure effectiveness of treatment and holds weekly staffing meetings to discuss individual cases with the treatment team.
- Coordinates all billing between Friends of Drug Court.
- Supervises the intake specialists and tracks assessment tools utilized to ensure drug court follows evidence-based protocols.
- Interacts with state corrections, health and social service agencies, service providers, other Courts, board members of the 501c3, and agencies providing grant funds to the drug court.
- Works closely with the Director of Criminal Operations, defendants of the drug court, the Drug Court Judge and other court/judicial staff within the Drug Court.
- Coordinates monthly case management meetings. Formulates treatment-specific meetings to emphasize clinical perspective of the case management component.
- Reports annual statistics required by the Office of the State Courts Administrator.
- Participates in weekly client staffing to ensure best practices.
- Conducts clinical assessments/interventions with the clients when necessary.
- Collaborates on a regular basis with the court.
- Performs related work as required.
Qualifications
- Bachelor’s degree from a four-year college or university in Criminology, Criminal Justice, Psychology, Social Work, Business, Public, or Judicial Administration or a closely related field.
- Five (5) years of experience in court administration, management, or as project leader.
- Master’s degree in a related field may substitute for two years of required experience.
- Juris Doctor degree may substitute for three years of required experience.
- Two (2) years of supervisory and budget experience.
- Certified Addiction Professional (CAP) preferred.
Knowledge, Skills, and Abilities (KSAs):
- Knowledge of substance use disorders and the disease of addiction.
- Knowledge of mental health disorders.
- Knowledge of pretrial release intervention.
- Knowledge of laws, rules, and standards associated with the Florida State Courts System.
- Knowledge of analytical and research techniques and principles.
- Knowledge of the court’s organizational infrastructure.
- Knowledge of Microsoft Office Suite software programs to include Microsoft Word and Excel, and database applications.
- Ability to monitor grants and complete grant submissions.
