Qualifications

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

1. Two years of licensed engineering experience.

2. Six years of professional engineering experience.


SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of the required experience.

A Ph.D. in engineering will substitute for two years of the required experience.

Advanced degrees will substitute for a maximum of two years of required experience.


NOTE:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer’s license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.


NOTE:

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Concepts

FUNCTION OF WORK:
Supervises the planning, design, construction, inspection, and/or maintenance of building systems or programs through subordinate professional engineers.

LEVEL OF WORK:
Supervisor.

SUPERVISION RECEIVED:
Broad from an Engineer 7 or higher. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Direct over a staff of Engineers, Engineering Technicians, or others who assist in specific assignments.

LOCATION OF WORK:
May be used by all state agencies.

JOB DISTINCTIONS:
Differs from Engineer 5 by the presence of responsibility for direct supervision over professional engineers.

Differs from Engineer 7 by the absence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.

Examples of Work
Right-of-Way Permit and Joint Use Agreement Engineer (65%)
  • Manages, plans, develops, reviews, coordinates, and participates in the execution and operations of the most complex assignments in the programs, including a wide variety of permits and lease agreements.
  • Provides technical expertise on plan preparation, design and construction of permitted facilities on state highways.
  • Analyzes policies and practices for added value to the programs’ goals and objectives: recommends the elimination, creation, and/or revision of policies to meet department permit needs and goals. Establishes policy by creating or modifying existing standards, new permit forms and guidelines, and procedures and promulgates them in accordance with the Federal Administrative Procedures Act as necessary and recommends state legislation when necessary.
  • Provides project management services for project permits involving a high degree of expertise; establishes, coordinates, facilitates, and monitors permit review teams consisting of department design engineering, real estate, construction, maintenance, and legal sections in the completion of project permits. These project permits are highly complex and sensitive due to the applicants’ intent for economic development or business development.
  • Advices and consults Secretary, Deputy Secretary, Chief Engineer, Attorney General Counsel, local entities, industry and others regarding the programs or individual permits and agreements.
  • Prepares and coordinates the appeal process which includes the preparation of a request package consisting of the submittals presented by the department and the applicant, including a brief summary of the reason for the appeal request in order to assist the appeal board in making a decision.
  • Coordinates annual meetings and training sessions with all district permit specialists to discuss issues or inform them of changes associated with permits.
  • Serves as the Department’s official expert for permits and JUAs and represents DOTD when conferring with the FHWA, State Utility Coordinating Council, and other federal, state and local governmental agencies as well as private industry representatives.
  • Manages and approves joint use agreements and cooperative endeavor agreements. Investigates existing JUAs regarding the need to renew agreements and the need to update real estate appraisals.
  • Manages the coordination and processing of yearly billing for joint use agreement fees and permit fees.
  • Coordinates and provides for deployment of computers, scanners, cameras, and other equipment, including various support and training, to enable district personnel to efficiently carry out requirements of these various statewide programs.
  • Has signature authority to approve agreements.

Supervisor (25%)
Has direct supervision over staff that performs reviews, invoices and tracks collection of fees for the programs, and other various program management duties.

Tort Liability (5%)
Coordinates with Legal Section and/or Risk Management to assist in preparing for legal defense efforts against lawsuits, including serving as an expert witness

Miscellaneous (5%)
May be required to perform additional duties as necessary including, but not limited to, emergency/disaster support activities.
