Nutrition Programs Manager to lead OCCAC’s current Food and Nutrition
Programs and is responsible for the designing and developing revenue-
generating food services and food training programs planned to operate out of
the new OCCAC Resource, Event and Training Center to be in Omak, WA.
Salary Range: $5,165.00 - $6,523.00 per Month
Starting Salary Range: $5,165.00 - $5,465.00 per Month (DOE) with medical,
dental, health savings plan, vacation, sick time, paid holidays, and Simple IRA with a
match. Exempt

JOB DESCRIPTION
NUTRITION PROGRAM MANAGER
EXEMPT
The Nutrition Program Manager leads OCCAC’s current Food and Nutrition Programs and is
responsible for the designing and developing revenue-generating food services and food
training programs planned to operate out of the new OCCAC Resource, Event and Training
Center to be in Omak, WA.
This position is responsible for the effective overall functioning of the Nutrition Program and
oversees the agency’s established Hunger Relief Food Assistance Programs which includes
all grant development and contract compliance with local, county, state, and federal funders
to support department goals.
Among other duties, the manager works with food pantries across the county, oversees the
management of the warehouse and food distribution center, develops, and implements the
nutrition outreach and education program for customers, works with others to establish a
volunteer recruitment and retention plan, provides financial analysis, manages budgets in
conjunction with the OCCAC Finance Director, and engages in community relations and fund
development activities. This position includes administration, planning, reporting,
budgeting, staff supervision, and training.
The Nutrition Program Manager works with the Executive Director and other members of
the Leadership Team to develop and coordinate food and nutrition activities to build staff
capacity and resources for viable and effective programs. This position currently is
supervised by and accountable to the OCCAC Executive Director.
DUTIES AND RESPONSBILITIES
General Duties:
Work with other agencies and the OCCAC Leadership Team to develop food and
nutrition resources that are in line with the OCCAC goals, strategies and priorities as
outlined by the OCCAC Board of Directors.
Manage a staff of 3-4, plus a volunteer program which logs over 1800 hours of
volunteer hours yearly.
Work with the Executive Director and Leadership Team to plan and evaluate food
programs and recommend needed changes.
Conduct grant research and application writing.
Provide guidance and coordination for implementation of grants and donations for Food
and Nutrition Programs.
Lead the agency Safety Committee and follow state and federal laws for safety
compliance which includes updating the Safety Manual annually and holding monthly
safety committee meetings.
Look for new opportunities to serve the needs of Okanogan County residents.
Willingness to expand knowledge base & participate in trainings.

Hunger Relief Food Assistance:
Oversee and responsible for Okanogan County’s Hunger Relief Food Assistance
Program which feeds about 25% of county residents.
Coordinates with and supports the independent non-profit food pantries in Okanogan
County, currently located in Oroville, Tonasket, Wauconda/Chesaw, Conconully,
Nespelem, Omak, Okanogan, Brewster, and Twisp.
Work with food pantries on program data collection and reporting.
Plan, develop funding for and implement a new Mobile Food Pantry to serve isolated
communities.
Plan and develop a county-wide volunteer recruitment program for all food pantries.
As the lead contractor with WSDA for food assistance programs in the county, ensure a
smooth process for the Emergency Food Assistance Program (EFAP) grant.
Hold frequent meetings with the leadership of the food pantries to discuss pantry
needs and outline plans to support those needs.
Work with IT staff to provide computers and computer support for the purpose of data
management and reporting with food pantries.
Regularly monitor the food pantries to ensure program compliance.
Ensure program resources, including staff time, are redirected to fairly support all
county food pantries.
Prepare contract applications, monitor visits of food banks, closeouts, and Board
reports for food program activity.
Hunger Relief Assistance Programs currently include:
A. Warehouse and Food Distribution Center
B. Okanogan Food Pantry
C. Senior Food Commodity Program
D. Farm to Food Pantry Program
Nutrition Education:
Coordinate culturally appropriate nutrition education classes.
Contact appropriate presenters and prepare appropriate information.
Work with local agencies to secure facilities as needed for educational offerings.
Develop culturally appropriate recipes based on the content of the food boxes for the
Hunger Relief programs.
Work with others to promote food and nutrition education through partnering agencies,
social media, websites, and other communication/outreach channels.
OCCAC Resource, Event, and Training Center:
Work with Executive Director to outline new revenue-generating food services to
operate out of new center in Omak.
Develop plan for Café and Catering Services.
Develop plan for Food Training Program.
Develop partnering relationships and funding to support new services and training
program launch.
Oversee contract consultants as needed.
Advocacy for Food Security and Sustainability in Okanogan County:
Work in coalition with the Food Sustainability Round Table of Okanogan County to
advocate for issues for clusters including Hunger Relief, Food Hubs, Farm to Food
Pantry, Marketing Okanogan Brands, and more.

Attend advocacy meetings and events with partnering agencies, state associations and
government funders including USDA, WSDA, Washington Food Coalition, NW Harvest,
Second Harvest (Spokane), and others as identified.
Financial and Data Management:
Ensure a robust fund development plan for the department, including applying for
private and government grants to support department operations.
Work with OCCAC Finance Director to manage budgets as defined in the government
contracts.
Provide financial analysis on program budgets, including financial planning for new
revenue-generating food services planned for the new OCCAC Resource, Event and
Training Center.
Manage all grants (currently 8-10) supporting department programs.
Coordination and communication with funding source program managers.
Oversee food programs’ statistical information for reporting purposes.
Staff Supervision and Collaboration with other OCCAC Services
Management, supervision, evaluation and training of Food and Nutrition staff,
AmeriCorps positions, and volunteers working in the food and nutrition programs.
Ensure staff support OCCAC’s mission, values and meet behavioral standards.
Interface and coordinate nutrition programs with Client Services department.
Work with Communications and Outreach Coordinator to provide culturally appropriate
outreach and marketing of Food and Nutrition Programs.
Serve as back-up to the Food & Nutrition Program staff as needed.
DESIRABLE QUALIFICATIONS

Experience administering state and federal food and nutrition grants, contracts, and
budgets.
Proposal/Grant writing experience.
Excellent skills in word processing, data entry and spreadsheets.
Marketing/Fundraising/Outreach experience preferred.
Knowledge of OCCAC Programs.
Problem solving abilities.
Forklift experience desired.
Experience pulling a trailer desired.
Willingness & ability to travel on agency business.
Ability to travel for work and to attend conferences and meetings.
Ability to work with marginalized populations and demonstrate cultural competency.
Valid Washington Auto Insurance coverage.
Valid Washington State driver’s license with acceptable driving record.

EDUCATION AND EXPERIENCE
Bachelor’s degree in hospitality, food service, culinary or other related fields desired.
Staff management experience of at least three years.
Experience working in nonprofit or government food service programs.
PHYSICAL DEMANDS ON THE JOB
While performing the duties of this job, the employee is constantly required to sit, talk, see,
and hear. The employee is constantly required to stand, walk, or use hands to finger,
handle, or feel objects, tools, standard keyboards and office equipment or controls and
reach with hands and arms. The employee will often need to lift and/or move objects at
waist-high up to 100 pounds and often lift and/or move objects up to 50 pounds above their
head. Noises in the work environment are usually moderate. Employees in this position
often work in a cold storage environment, and occasionally are required to do labor activity
(e.g. sorting food, gleaning).
