GENERAL PURPOSE OF JOB:
The High Risk Clinic Manager under general supervision of the Director is responsible for the clinic operations and assigned components of the High Risk Department. Responsible for day-to-day operations including planning, implementing, monitoring, performance review, staffing, physician relations and patient satisfaction initiative, improving quality of services, overseeing, and maintaining fiscal accountability. Supervises the following job classes: Nurse Practitioners, Registered Nurses, Physical Therapist, Speech Language Pathologists, Child Development Specialists, Medical office specialist and other health care providers as needed. A multidisciplinary team approach to care is utilized.

- Maintains utmost level of confidentiality at all times.

- Actively support and promote a professional practice model that encourages staff participation in the development of clinical standards that is collaborative, collegial and utilizes current trends and data in professional practice (clinical and administrative).

- Provide day – day operational oversight of RGV clinics
- Organizes, manages, delegates licensed and unlicensed staff in the delivery of patient care in compliance with hospital policies, protocols, and procedures.
- Addresses staffing needs to ensure smooth clinic throughout.
- Creates the monthly schedule for staff and clinics, adjusts as needed
- Monitors the schedule and intercedes proactively when there is an issue.
- Monitors safety, infection control and quality to ensure that standards are met.
- Supports referring physician needs to promote ease of access for those patients requiring specialized care.
- Support’s departmental providers to ensure that supplies, equipment, and staffing are readily available, as appropriate.
- Provide secondary support to the clinic Director for other clinic sites
- Reviews incoming referrals and establishes a follow up time frame
- Participate in the Vermont Oxford Database for ELBW infants
- Establishes evidenced based practice guidelines
- Present performance data reports and discuss findings at appropriate forum.
- Participate in meetings with the Department Director, Medical Directors, and staff.
- Investigate, plan, develop and support opportunities or expansion of services.
- Establish annual departmental goals and objectives.
- Provides outreach to the community, hospitals, and pediatricians/specialists • Plan and conduct staff meetings to keep staff informed.
- Involve the Director, the Medical Directors, and staff in establishing practice standards and research projects.
- Facilitate communication between all members of the health care team.
- Manage equipment and supplies.
- Assess and meet supply and equipment requirements, including managing inventory.
- Ensure that regular quality and control and cleaning is performed on all equipment as appropriate.
- Communicate with reps for samples, equipment, and services
- Establish and ensure tracking of maintenance and problem log for all equipment • Ensure appropriate in-service with staff and physicians on new equipment and supplies.
- Provide training as needed to assure quality control is performed appropriately.
- Develop innovative ways to utilize existing resources safely and effectively.
- Integrate and promote department/service, professional practice, and hospital goals into practice.
- Coaches staff in how to improve performance through educational applications.
- Develops goals annually to address the specific department developmental needs of staff.
- Assumes a leadership role and acts as a “change agent” role model.
- Promotes collaboration and shares responsibility for conflict resolution as evidenced by observed communications and resolutions.
- Provides written and/or verbal feedback for staff regarding evaluation of effectiveness in accomplishing the department goals and work performance of the department.
- Serves as a consultant to patient care provider staff, faculty, and students in handling specific care needs.
- Pursue educational and leadership opportunities to enhance professional growth and clinical expertise.
- Remain current in clinical and educational areas by reading professional journals and attending seminars and professional meetings.
- Openly support and consistently communicate the mission of the clinic and the organization. Serve as the collective voice for staff to communicate with administration. Serve as the staff and patient advocate to ensure optimal patient care.
- Interface with patients and families to ensure that care is consistent with their expectations. Serve as a professional role model and mentor to staff by responding positively to change while supporting colleagues through the change process. Serve as a change agent to facilitate communication and transition that supports the mission of the organization.
- Manage, supervise, and coordinate delivery of patient care for the assigned clinics. Ensure compliance with clinical patient care standards and established policies and procedures.
- Assist Director with maintaining clinical competencies for assigned clinical area and provides patient care as needed. Assess/coach and evaluate staff level of practice. Develop programs that foster continued clinical development from novice to expert to positively impact patient care and career satisfaction of staff.
- Assist Director with maintaining required records, reports and statistics for administrative purposes. Ensures compliance with established hospital policies, procedures, objectives, quality, PI, safety, environment, and infection control. Communicate requirements to staff and hold staff accountable to established requirements. Coordinate the development, implementation and evaluation of policies and procedures designed to improve operational efficiency.
- Coordinate the activities of the staff with other hospital personnel; accountable for the effective and efficient operation of the clinic and staff including ensuring that orders, treatments, plans of care, clinical pathways are being carried out in a manner supportive of patient care and recovery. Ensure documentation of patient care is complete and accurate in accordance with hospital and clinic policies and procedures.
- Prepares and monitors the operational and capital budget with clinic director. Collaborate with the Director to determine fiscal requirements of the department and assist with the preparation of budgetary recommendations. Monitor the level of resources utilized in service delivery and determines the appropriateness of resource consumption in the service. Develop action plans in conjunction with the Director to ensure budget and resource efficiency, and satisfaction with patient care delivery.
- Promotes family centered concept by functioning as a liaison with the family, guest relations, and appropriate personnel.
- Functions as a liaison with all service physicians and ancillary services on a day-to-day basis.
SUPERVISORY RESPONSIBILITIES:
- Assist Director in overseeing various personnel actions including, but not limited to, hiring, performance appraisals, disciplinary actions, terminations, and other related activities.
- Strong knowledge in administering hospital policies and procedures.
- Responsible for sound management of human resources.
- Makes and implements decisions compatible with organizational goals.
- Maintains composure, effectiveness, and flexibility under pressure.
- Monitor Time and Attendance
- Monitors payroll printouts and enters appropriate corrections as needed.
- Enters any additional payroll codes, differentials to ensure an accurate payroll.
- Enters payroll adjustments in timely manner.
- Tracks attendance of staff and counsels, as appropriate, for absenteeism.
- Leads and/ or participates in staff educational programs and monthly meetings.
- Mentors frontline leaders in staff management skills including coaching, fairness, and communications.
- Assists with monthly financial variances report / research, as requested.
- Assists with preparation and monitoring of budgets.
- Directs and monitors the quality of the clinical documentation by performing chart audits.
- Schedule time to travel to RGV clinics for oversight visit of clinic operations
- Travel to Corpus as needed for training, education opportunities etc.
EDUCATION AND/OR EXPERIENCE: 4
- Registration and current licensure in the State of Texas as appropriate. __ BSN required, MSN preferred
- Certification in area of specialty preferred.
