JOB FUNCTION:
Provides strategic HR leadership and consultative support to leaders within assigned internal functional groups. Responsible for managing a wide range of activities related to organizational capability including talent management, staffing, attracting and retaining talent, performance management, employee relations, policy interpretation and compliance, and implementation of workforce strategies into the business plans of functional areas.
ESSENTIAL FUNCTIONS:
- Assists with the design and execution of business strategies to increase organization, team and individual performance to improve the business’ capabilities. Assesses workforce needs and consults with management to create new or improved business initiatives, processes and programs. Collaborates with other HR areas to deliver seamless HR services and strategies to achieve business objectives and support future business growth.
- Manages complex HR issues for assigned client groups. As a strategic business partner, understands the client’s operations, familiarizes oneself with the positions/people, and spends quality time in the work environment to ensure that HR solutions add value and to frequently solicit feedback. Coordinates the flow of information between HR and client groups and works closely with leaders to link overall HR strategies into their business plans. Consults with leaders on important HR topics including talent management activities, succession planning, staffing needs assessment, compensation, performance management, employee relations, policy compliance, training and development, etc.
- Consults with leaders in developing a recruitment strategy to identify and address gaps in skill sets needed to achieve the company’s workforce objectives. Develops and administers proactive recruitment programs as well as manages relationships with key talent suppliers (e.g., universities, community colleges, trade schools, military) to proactively source hard-to-fill positions and support affirmative action goals. Identifies and establishes contracts with staffing firms for additional sourcing support. Provides guidance to hiring supervisors regarding the staffing process, union guidelines, establishing selection criteria, job offer parameters, and onboarding new employees.
- Devises, manages and evaluates employment testing program. Ensures compliance with vendor testing standards and license agreements and applicable laws. Recommends changes or enhancements to testing program, as needed, to support strategies. Handles non-routine applicant queries and disputes.
- Coaches, counsels and guides supervisors on performance management, compliance and employee relations issues. Ensures consistent administration of the Corporate Code of Conduct and labor contract. Conducts thorough fact-finding investigations. Administers fair, timely and progressive disciplinary action. Collaborates with Labor Relations, management, and Union parties as appropriate to resolve grievances and other issues. Represents the Company in legal and third-party proceedings.
- Works closely with leaders and employees to improve work relationships, build morale and increase engagement. Serves as a credible partner for employees to voice concerns, ask questions and request assistance. Acts as a liaison between the line and HR to ensure that HR services align with internal client needs. Identifies new opportunities where HR can partner with leaders to drive employee engagement, teambuilding and change management.
- Acts as project manager for assigned HR initiatives and special projects across the client groups. Initiatives may include employee survey action planning, performance management, talent planning, career development, and organization design.
- Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
BASIC QUALIFICATIONS:
Knowledge Requirements
- Bachelor’s degree in human resources or related field preferred
- Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification preferred
- Demonstrated business acumen and ability to partner with leaders to align people plans and organizational goals and objectives.
- Demonstrated ability to facilitate change
- General understanding of the link between human resource (HR) practices and business strategy
- Working knowledge of the Collective Bargaining Agreement, administration and application of work rules, grievance procedures, etc.
- Significant knowledge of HR policies and processes
- Excellent computer skills including related software applications (i.e., spreadsheets, word processing, presentation, database application, etc.)

- Must have or be able to qualify for a State of Hawaii driver's license. Must meet the standards for frequent required driving positions stated in the Hiring Standards for Required Driving Positions policy.
Experience Requirements
- Minimum 5-7 years of related exempt-level human resources, consultant, or operations management experience
- 2-3 years of labor relations experience desirable
- 2-3 years of supervisory experience preferred to provide coaching, training, and consulting assistance to supervisory personnel
