SUMMARY: Under basic supervision, reports to the Human Resource Director. Provides customer service, maintenance of confidential personnel files, provides administrative and technical duties in the process of HR forms and documents and maintenance of confidential City personnel files.
ESSENTIAL FUNCTIONS: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Assists employees with insurance process, specifically with health, life, vision and dental insurance, including enrollment, changes.
  • Manages annual open enrollment for employee insurance.
  • Maintains accurate benefit records.
  • Assists with new hires, orientation and temporary staff
  • Crosstrain within the HR Department
  • Performs general clerical duties; answers phones; mail, and email correspondence; data entry; responds to employee inquiries; provides employee assistance.
  • Enters information on City Employees into the payroll accounting system, generates reports, and performs other payroll functions, according to policies and procedures.
  • Prepare and submit purchase requisitions relative to ERISA, etc. including reconciliation of invoices.
  • Collaborate with payroll to reconcile City Insurance payments and Worker’s Compensation.
  • Process death Claims
  • Present benefits information at the New Employee Orientation sessions.
  • Maintains absolute confidentiality of work-related issues, client records and City information; assures compliance with the confidentiality standards of the Privacy Act of 197 4, {U.S.C. § 552A}.
  • Supports the relationship between the City of Roswell and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff;
  • Performs other duties as required or assigned.

MINIMUM QUALIFICATIONS:
Education, Training and Experience Guidelines:
Associate’s Degree in Human Resources, or Business or Public Administration, and two (2) years of experience in Human Resources, Benefit Coordination. OR an equivalent combination of education, training, and experience.
Knowledge of:

  • City and Department policies and procedures.
  • Principles and procedures of recordkeeping, reporting and retention.
  • Basic bookkeeping principles and practices.

Skill in:

  • Establishing and maintaining effective working relationships with co-workers and the public.
  • Communicating effectively, both verbally and in writing.
  • Operating a personal computer utilizing standard software such as Microsoft Office and some specialized software; functioning standard office equipment.
  • Multitasking and organization.
  • Providing quality customer service.

LICENSE AND CERTIFICATION REQUIREMENTS:

Must possess and maintain a Class D Driver’s License issued by the state of New Mexico.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:Work is performed in a standard office environment.
PRE-EMPLOYMENT REQUIREMENTS:

  • Must be able to pass a rigid background investigation including work history, criminal records, driving records and other records deemed necessary.
  • Must pass a pre-employment drug screen administered by a City-designated facility.

CONDITIONS OF CONTINUED EMPLOYMENT:

Incumbents and candidates must have a satisfactory driving record and insurability in accordance with the City’s insurance carrier.
