BRIEF POSITION SUMMARY

Performs complex (journey-level) human resources management work. Work involves administering the Workers’ Compensation (WC) and Risk Management programs and ensuring compliance with state and federal laws and regulations. Work requires maintaining confidentiality while coordinating with management, employees, heath care providers, state and federal agencies. Reports to the Assistant Human Resources Director and works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Work Hours: M-F, 8 hours a day, 40 hours a week

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Implements and administers the agency’s WC program for all state employees and service members on State Active Duty (SAD) orders.
  • Serves as the Agency Safety Officer.
  • Serves as the primary WC Coordinator and liaison to the State Office of Risk Management (SORM).
  • Coordinates completion of the SORM 200 Annual Report submitted to SORM.
  • Administers agency’s risk management program and serves as agency’s centralized point of contact for the SORM.
  • Serves as the liaison to Texas Army National Guard, Texas Air Guard and Texas State Guard (TXSG) for SAD WC issues.
  • Coordinates with ADA Coordinator.
  • Serves as the HR Records Retention Liaison to the Records Management Officer.
  • Coordinates/gathers information for audit reviews and management responses.
  • Plans, develops and implements the agency’s risk management, safety, and continuity programs.
  • Develops safety policies and procedures for comprehensive safety and health programs.
  • Implements safety education training, safety awareness, and publicity programs.
  • Interprets safety rules, regulations, and standards.
  • Evaluates the effectiveness of safety programs.
  • Assists in conducting risk management program reviews and safety program evaluations.
  • Assists in conducting presentations on risk management programs.
  • Conducts and/or coordinates on-site inspections of properties and facilities to identify hazards and risk exposures.
  • Reviews files, reports, and programs for compliance with applicable state and federal laws related to risk management and loss control programs.
  • Reviews risk management policies and procedures.
  • Reviews loss and exposure data.
  • Consults and coordinates with other risk management representatives to assess risk exposures and develop plans to mitigate risks.
  • Assists in investigating accidents and completing reports.
  • Prepares and/or oversees the preparation of technical and comprehensive reports, plans, and procedures for developing risk management programs, reviews, and inspections.
  • Assists with responding to open records requests.
  • Serves as the backup to the Benefits/FMLA Coordinator.
  • Coordinates with the Time and Leave Specialist to monitor and track leave activity related to employees receiving WC benefits.
  • Prepares and maintains human resources correspondence and reports.
  • Communicates and disseminates human resources policies and procedures.
  • Maintains and reviews human resources automated systems, files, and records, and analyzes human resources reports.
  • Provides advice and assistance to managers and employees on agency policies and procedures.
  • Identifies human resources issues and recommends solutions and process improvements.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May occasionally work evenings, weekends or holidays.
  • Performs related work as assigned.
Qualifications


MINIMIUM QUALIFICATIONS

EDUCATION:

  • Graduation from an accredited four-year college or university is required (see substitution).

PREFERRED EDUCATION:

  • Graduation from an accredited four-year college or university with major course work in human resources management, business or public administration, organizational development or a related field is preferred.

SUBSTITUTION:

  • Additional years of experience administering WC programs may substitute for the required education on a year-per-year basis.

EXPERIENCE:

  • Two years of experience working in human resources is required.
  • Experience using Microsoft Office (such as Word, Excel and Outlook) is required.

PREFERRED EXPERIENCE:

  • Experience administering WC programs is preferred.
  • Experience with State of Texas benefits and using ERS Online is preferred.
  • Experience using SharePoint, Centralized Accounting & Payroll/Personnel System (CAPPS), Uniform Statewide Payroll/Personnel System (USPS) and SORM’s Risk Management Information System (RMIS) is preferred.

REGISTRATION, CERTIFICATION OR LICENSURE:

  • Professional in Human Resources (PHR) certification, or SHRM Certified Professional or Certified Compensation Professional (CCP) is preferred.

OTHER REQUIREMENTS:

  • Selected candidate must complete security clearance. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85P. Completed forms are submitted to the OPM for the background investigations.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

  • principles and practices of human resources management;
  • agency human resources policies and procedures;
  • State of Texas statutes, statewide policies and procedures and federal regulations related to leave accounting, payroll and benefits;
  • the Fair Labor Standards Act (FLSA) and other state of Texas leave policies and procedures; and
  • state of Texas leave types and associated rules.

Skill in:

  • operating the Centralized Accounting and Payroll/Personnel (CAPPS);
  • operating the SORM’s Risk Management Information System (RMIS);
  • operating MS Word, Excel and Outlook and other software applications; and
  • researching and referencing laws, rules, regulations, policies and procedures.

Ability to:

  • maintain confidentiality and display a high degree of professionalism and integrity;
  • troubleshoot to identify issues and solutions with CAPPS time and leave activities;

PHYSICAL/WORKING CONDITIONS

Work is typically performed in a sedentary office setting involving sitting, standing, and walking to perform job duties. Work requires extensive use of a personal computer and telephone. This position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 25 pounds. Non-smoking environment required in state buildings and vehicles. Requires the ability to travel approximately 10% of the time.
