The position will support the IT M&O Program Manager in establishing operational and technical processes required to ensure that IT services align with the organization's priorities and risk appetite. The IT Governance Analyst will assist with monitoring, analyzing, and maintaining various requirements related to IT work conducted at PNNL. The IT Governance Analyst will help identify improvements needed to strengthen the program performance, ensure compliance, and manage risks.
Responsibilities:
This position will take strong personal responsibility for supporting the IT M&O Program in establishing the most effective and efficient means of implementing requirements in partnership with the appropriate stewards. SOme of the responibilities are:
- Ensure organizations' compliance and its controls' effectiveness to various requirements through proper communication, regular practice checks, and continuous improvements of policies and processes.
- Develop IT governance charters, processes, decision trees, and other supporting documentation for making formal IT governance decisions.
- Ensure that the IT governance framework, processes, and practices are leveraged to uphold required contractual requirements.
- Assist with facilitating IT governance meetings, developing meeting materials, supporting governance documentation, and PowerPoint presentations.
- Develop governance process guidance, standard operating procedures, and policy documentation.
- Maintain the appropriate level of knowledge of contractual requirements in order to enable the mission, operations, and governance of PNNL.
- Drives IT organizations' performance and proper management of IT initiatives and services through facts, data, reports, dashboards, etc.
- Monitor and improve the measurement and reporting process of IT metrics.
- Communicate your analysis, insights, findings, and key metrics (KPIs), including attending stakeholder meetings to report findings verbally and in writing via reports.
- Ensure up-to-date and effective assets/tools or compliance through regular monitoring, analysis, investigation, strengthening, and protection of business technological assets, data, etc.
- Support efforts to implement benchmark characteristics and risk-adjusted metrics used to evaluate the organization's performance and compliance.
- Participates in industry forums or workgroups to represent PNNL's interests and help develop standards and practices.
- Establish relationships with IT leaders and Subject Matter Experts for the purpose of maturing the IT governance.
Minimum Qualifications:
- BS/BA and 2 years of relevant experience -OR-
- MS/MA -OR-
- PhD
Preferred Qualifications:
- BS/BA with 5 years of experience MS/MA with 3 years of experience PhD with 1 year of experience.
- Degree in Computer Science, Information Systems, Engineering, Mathematics, or related technical field.
- 2+ years of experience defining and implementing operational and program recommendations.
- 3+ years pf experience developing IT governance processes, practices, and supporting documentation.
- 3+ years pf experience facilitating IT governance processes.
- Strong interpersonal skills and ability to work effectively at all levels in a collaborative team environment
- Strong ability to liaise between IT and business stakeholder.
- Ability to communicate effectively with both internal and external contacts, including the ability to show good independent judgment.
- Excellent verbal, written, and group presentation skills.
- Strong ability to resolve complex problems and issues, provide strategic direction, and lead initiatives
- Must have developed and deployed integrated IT frameworks, methodologies, policies, processes, procedures, and templates.
- Strong problem-solving skills; comfortable tackling complex problems and breaking these down into manageable pieces.
- Must have introduced efficiency &/or deployed IT tools to operations and programs.
- Knowledge of regulatory environments applicable to government contractors.
- Knowledge of enterprise IT Governance including knowledge of IT risk management and controls.
- Conceptual and practical thinking and implementation skills.
- Process design and analysis skills.
- Research, analysis, and judgment skills.
