SUMMARY DESCRIPTION

Under supervision of the Capital Projects Leadership Team and the Business Office, the Long Range School Planner is responsible for the District's long range planning functions required to identify facility needs for future student enrollments, school attendance zones and teacher allocations.

EXEMPLARY DUTIES/RESPONSIBILITIES

Examine and update demographics and student enrollment projections for the Washoe County School District by region using current enrollment data, historic enrollment growth parameters, residential development information and birth rates. Balances enrollment growth to capacity considering both new and existing schools; interacts with planners from local governmental agencies regarding planning issues that affect student enrollment growth and with IT personnel managing current student enrollment databases; works closely with the residential construction development community to maintain current and accurate information regarding the impact developments have on student populations for use in enrollment projections. Utilize Geographic Information Systems (GIS) to provide visual results and reporting as needed.

Prepares various zoning scenarios for the Board for review/approval resulting from enrollment projections and area of growth.

Assists in the preparation and annual updating the District's facilities plan for the Truckee Meadows Regional Planning Agency showing the type and location of needed schools to meet expected future enrollments.

Assists in the development and annual maintenance of the District's capital improvement plan with regards to new school needs and changes in existing schools that affect student capacity. This involves conducting demographic analysis, enrollment projections, facility assessments, and site selection studies to identify current and future facility needs. The position also collaborates with other departments, stakeholders, and consultants to develop and implement strategies and solutions for addressing facility needs in alignment with the District's vision, mission, and goals.

Reviews development plans and addresses the impact they will have on the District and its ability to serve the students generated; responds to inquiries from other governmental agencies and the public regarding school impacts from proposed development projects and future school construction; may be required to appear before public bodies to publicly address the impact developments will have on the District during approval processes.

Represents the District at public meetings (councils, commission, advisory boards, and other committees) involving planning matters including the location and construction of new schools, discretionary approval processes such as special use permits for the construction of new schools or the modification of existing school facilities.

Represents Capital Projects at Zoning Committee meetings providing zoning scenarios as needed for growth trends, new schools or expansions.

May be required to make presentations before the school board on matters related to the Capital Projects department.

Provides demographic and facilities analyses and related information as needed to respond to specific District needs.

EMPLOYMENT STANDARDS

Education and Experience: Any combination of education and experience that could likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

Bachelor's or master's degree in Geography, Sociology or Business or closely related field;

AND

Four (4) years of experience in regional planning, demographics preferably in facility planning for a public entity of size and complexity comparable to the Washoe County School District. Experience in making public presentations and facility needs analysis, including computer methodologies, particularly Microsoft Excel and GIS.

Knowledge of: Land development process and familiarity with development-related civil engineering and architectural components; development approval processes for various local governments; and contract management related to the use of professional consultants for the implementation of District development projects.

Skill at: Using computer software for data analysis for facility planning; technical writing for permit applications, planning reports, school board agenda items, etc.; public speaking for board presentations, council and commission meetings, citizen advisory board meetings, etc.; data analysis for facility planning; site planning skills for evaluating the suitability of land for school facility development and for facility additions or modifications at existing schools; operating word processing software, including Microsoft Word, advanced level Microsoft Excel , presentations using PowerPoint, and familiarity with Arc View GIS; and internet skills needed to access on-line parcel and other planning data.

Licenses/Certificates: Possession of an AICP credential preferred. Possession of, or ability to obtain, a valid State of Nevada driver's license with a driving record acceptable to the District.

Physical Demands: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.
