Duties
As a MANAGEMENT AND PROGRAM ANALYST at the NH-0343-3 some of your typical work assignments may include:
- Provides authoritative guidance, expertise, and leadership in resource/program management, technical solutions, and acquisition policy and procedures
- Develops and implements sound policy and procedures for all financial assets and associated resources with respect to the programs within the Enterprise Infrastructure and Transportation Working Capital Fund Portfolio
- Ensures all Enterprise Infrastructure assets are effectively managed and optimized to ensure alignment with key mission priorities and their associated risk, cost, value, and the legal and regulatory environment
- Performs various organizational studies to make recommendations on how to improve the overall operation for all Transportation Working Capital Funds Information Technology and non-Information Technology projects and programs

- Travel and relocation expenses, if approved, will be paid IAW JTR and AFMAN 36-606.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
Qualifications
A. One year of specialized experience equivalent to the NH-2/GS-11 grade level in the Federal service as listed below:
- Developing strategies and supporting rationale for Major Command input to resource management decisions, Future Year Defense Plan (FYDP), the Program Objective Memorandum (POM), and Budget Estimate Submissions (BES).
- Accomplishing Planning, Programming, Budgeting and Execution System (PPBES) program objectives
- Conducting long-range fiscal/portfolio planning, which involves organizing, directing, controlling and evaluating the use of resources
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted time frame.
