Management and Program Analyst Job at US Federal Aviation Administration
Duties
Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. May act as a contributing specialist on large work activities or as a project manager or team leader for large projects/programs/activities.
Plans, schedules and conducts analyses/studies of proposed program plans for accomplishing program activities. Determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound an efficient manner. Provides oversight for project management accuracy of the Corporate Work Plan (CWP) in assigned programs. Assesses impacts of CWP changes resulting from new requirements and budget constraints.
Develops procedures, systems and methods on a variety of management functions and activities in one or more of the following areas - organizational planning and development, productivity, work improvement and work methods, delegation of authority, goals and objectives, business management and financial tracking and/or information management.
Conducts analyses in the review and evaluation of program activities. These analysis are conducted to ensure proper program integration and conformance to policy, completeness, and adequacy of operations in meeting goals and objectives. Prepares recommendations based on such reviews, and discusses recommended courses of action with managers to resolve problem areas. These recommendation include but are not limited to programmatic interfaces and impact of not meeting goals and objectives.
Develops recommendations based on management studies and surveys and discusses recommended courses of action with managers to resolve problem areas. Reviews and analyzes new and proposed regulations to determine impact on program operations and management. Responsibilities may involve providing advice and support to management personnel for best utilization and reprogramming of resources, conducting cost versus benefits analyses, developing/maintaining tracking systems and developing quarterly/annual/interim reports as required.
Applies experience and comprehensive knowledge applicable to management and program analyst functions for projects/programs. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules. Contacts are internal and external. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems.
Work is rarely reviewed, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.

Qualifications
To qualify for this position you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience is: Extensive knowledge of various automation software programs, tools and techniques used in support of the Corporate Work Plan using Tableau and Excel.
