Description
The Department for Medicaid Services (DMS) provides health care access for eligible low-income residents of Kentucky including children, families, pregnant women, the aged and the disabled as well as a number of programs and services directed at specific eligibility and medical needs. The Department for Medicaid Services, Division of Health Plan Oversight, is seeking a candidate to fill the position of Medicare/Medicaid Service Specialist III within the Contract Monitoring Branch.

Responsibilities and duties include but are not limited to:
  • Provides expert assistance to Medicaid providers -doctors, billing agents, clearing houses-, professional association of providers, and government agencies, including but not limited to Centers for Medicare and Medicaid Services, Department of Public Health, Department of Aging and Independent Living in complex Medicaid cases (continued) relating to covered services, eligibility claims, adjudication, billing formats, hospitalization, dental and vision services invoices, transportation and other programs including communicating these issues to the MCOs.
  • Creating, implementing and interpreting agency policy to the MCO and communicating that information within the department, which requires in depth analysis and research into legislation, regulations, and health care information; assists the department and sister agencies within CHFS in explaining the role of MCOs and ensuring that the MCOs meet those requirements.
  • Review and analyze health care information, legislation and regulations as it relates to MCOs and the contract; drafts in depth informational releases and oral responses to inquiries on behalf of the department. Advanced computer skills, communication skills, writing, and analyzing are attributes that will help in completing job tasks and requests on a daily basis.

  • Skilled in Microsoft Program knowledge
  • Skilled in verbal/writing communication appropriate to the audience
  • Previous Medicaid knowledge and experience
  • Organizational skills
  • Skills in interpreting policy and regulations

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Four years of experience in Medicaid or Medicare program administration, health insurance administration/systems, eligibility systems, health care research, health care planning, health care financial management, health care policy development, human service or health care administration, insurance billing and/or claims, or research, review, and analysis of legislation or regulations.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Experience in the above areas will substitute for the required college on a year-for-year basis. Current or prior military experience will substitute for the required college on a year for year basis. Prior military experience will only substitute if the individual received an honorable discharge, discharge under honorable conditions, or a general discharge.

Incumbents working in this job title primarily perform duties in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
