The Center for Growth and Opportunity at Utah State University is recruiting three fellow positions for current undergraduate or graduate students at US universities. The fellowship is $3,500 per semester (maximum $7,000 per year), starting in September 2022.

This fellowship is under the supervision and mentoring of Dr. Richard Evans, Senior Research Fellow and Open Policy Director at the CGO. Fellows will be expected to work 15 to 20 hours per week on a project building an open-source 50-state microsimulation model of US tax and benefit policy.

Roles and requirements: The CGO is looking for students with educational backgrounds in economics, computer science, and/or data science. Preference will be given to applicants with the ability to work on this project for at least two years.

Fellows will help build an open source model to simulate different tax policy changes and how they affect the entire population (e.g., total tax revenues, inequality, poverty rates) as well as individual residents and taxpayers across the distribution of age and income (e.g., marginal tax rate changes, average tax rate changes, tax liability changes).

Fellows will help Dr. Evans create a Python package that includes synthetic data representative of federal individual income tax filers and filers in each state. The package includes federal individual income tax and benefits program logic and each additional state logic.

The tasks of building this model include the following:
Computer programming in Python
Collaborating on code submission through Git, GitHub, and Slack
Creating a sophisticated synthetic and joined dataset
Creating parameter and function files for federal and state tax codes
Validating and testing the model
Creating dynamic visualizations of the output

Preference will be given to applicants who already possess these skills, though some skills may be learned as part of the fellowship.

In addition, any interest or expertise in web application design, user experience (UX), tax policy, microeconomics, and macroeconomics will be valuable.
