BRIEF POSITION SUMMARY
Performs routine (journey-level) planning and research work in the Construction and Facilities Management Office (CFMO) for the Planning and Programming Branch. Work involves developing and programming construction type projects; preparing implementation plans; and monitoring policies and procedures. The position works with Engineers, Architects, and Project Management (PM) Staff within the CFMO to assist with scopes of work and scopes of services for proposed projects. Reports to the Master Planner and works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
WORK HOURS: Monday – Friday, 8 hours a day, 40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
- Collects, organizes, and analyzes data required in the development of facility maintenance and construction type projects in support of the Sustainment, Restoration, and Modernization (SRM) and the Unspecified Minor Military Construction (UMMC) programs.
- Reviews facilities maintenance and construction project requests and conducts site visits for information gathering and validation.
- Develops, revises, and submits Operation and Maintenance National Guard (OMNG) project programming documentation.
- Assists staff in providing facilities maintenance and construction estimates, scopes of work and scopes of services for proposed projects.
- Assists in developing and revising Military Construction (MILCON) project documentation.
- Performs facility space analysis studies to determine appropriate size and configuration of facilities.
- Assist in the development, maintenance and updates of the sustainment, restoration and modernization program and the Capital Investment Strategy (CIS).
- Assists in reviewing plans, proposals, and studies.
- Provides technical assistance and consultation on the implementation phases of planning projects and participates in interagency planning meetings.
- Prepares reports and assists in making presentations.
- Researches federal and state regulations.
- Consults and communicates with other departments.
- Records and prepares meeting minutes.
- Demonstrates a spirit of teamwork, offering positive and constructive ideas, encouragement and support to other members of the staff while upholding the agency’s core values.
- Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook
- May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends
- Performs related work as assigned.
MINIMIUM QUALIFICATIONS
EDUCATION:
- Graduation from an accredited four-year college or university is required. (Substitution Allowed)
PREFERRED EDUCATION:
- Graduation from an accredited four-year college or university, with a major course work in planning, engineering, architecture, or a related field is preferred.
EXPERIENCE:
- Three years of experience in construction, planning, engineering, architecture or a closely related field is required. (Substitution Allowed)
- Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.
PREFERRED EXPERIENCE:
- Experience in construction technology, project management, electrical or mechanical trades, cost estimating, or scope of work writing is preferred.
- Experience in collecting and analyzing statistical information, interpreting rules and regulations, developing processes for assigned responsibilities, reviewing and evaluating records and databases for accuracy is preferred.
- Experience in research and statistical analysis work is preferred.
- Experience working in a military environment is preferred.
SUBSTITUTION:
- Additional years of experience in construction, planning, engineering, architecture or a closely related field may be substituted for required education on a year for year basis.
- Additional years of graduate level education in a relevant field may substitute for the required experience on a year per year basis up to two years.
REGISTRATION, CERTIFICATION OR LICENSURE:
- Valid driver’s license is required. *If not currently a Texas resident, must obtain a Texas Driver’s License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
OTHER REQUIREMENTS:
- Must be able to obtain a Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
- construction methods, architectural and engineering design;
- site evaluation, conceptual planning, building design and construction documents such as blueprints and scopes of work;
- inputting and retrieving data through prepared reports using electronic databases; and
- National Guard Bureau and State project funding policies and construction criteria.
Skill in:
- applying statistical tools to data in preparing reports;
- communicating orally, electronically, and in writing to successfully exchange information and ideas in promoting the agency’s needs, plans, and objectives;
- using effective written and verbal communication to convey information in a clear and concise manner; and
- Operating Microsoft applications to include Microsoft Word and Excel.

PHYSICAL/WORKING CONDITIONS
- Work is performed both inside and outside. When inside, incumbent is exposed to normal office temperatures and noise. When outside, incumbent may be required to work and exposed to seasonal inclement weather. Work typically involves standing, walking, and working with trade tools for extended periods of time. May lift, carry, move, and/or set up equipment and materials that weigh up to 25 pounds. Must be able to lift/carry gear and be able to perform work that involves investigating all aspects of facility fire/safety infrastructure that may provide exposure to potential hazards (weather related heat, rain, insects, etc.).
