A non-merit vacancy exists in the Applications Unit of the Office of Information Technology.
Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

DEFINITION OF RESPONSIBILITY
Under general supervision, directs and leads the delivery of highly complex IT Public Safety applications and systems, which includes leadership of multiple dependent projects across multiple functional areas and technology platforms.
EXAMPLES OF ESSENTIAL DUTIES:
Subject Matter Expert on IT solutions and capabilities of Public Safety systems.- Responsible for all program oversight, including planning, directing, and vendor management.
- Leads meetings with Customer Relationship Managers and OIT leadership to understand business goals and solutions needs, including participation in business requirements definition.
- Develops program-level vision, strategy, approach, and implementation plans required to achieve necessary outcomes.
- Facilitates the creation of business cases, program road-maps, and program governance structures to support Project Managers.
- Identifies, tracks and manages program level risks and issues.
- Serves as escalation point to resolve program issues, remove roadblocks, formulate contingency plans and communicate status
- Ensures the sequencing of projects is appropriate at the program level.
- Functions as central point of program communication and status for stakeholders and OIT management. Communications are professional, timely, and clear and present the correct level of information based on audience.
- Directs the application of various technical disciplines such as process improvement, data analysis, architectural review, quality assurance and facilitation.
- Provides objective advice, expertise and leadership support to OIT team members with the aim of creating value, driving program work, and delivering to business expectations.
- Accountable for adherence to established delivery standards and industry best practices to insure successful project delivery leads to the overall program goals being achieved.

Bachelor's degree in Computer Science or a related field.
PLUS
At least (4) four years' experience in systems analysis, program management, system requirements or information technology customer relationship management.
Recent engagement with a government entity preferred.

- Knowledge of and experience with Public Safety systems such as CAD and RMS.
- Proven analytical and problem solving skills.
- Excellent communication and presentation skills, verbal and written, as well as ability to communicate complex ideas to non-technical personnel.
- Strong organization and time management skills: Operates independently with minimal guidance.
- Excellent interpersonal skills and the ability to work with people from all levels of an organization.
- Ability to build relationships with and influence other functional areas.
- Ability to build consensus.
- Proficient in Microsoft Excel, Microsoft Team Foundation Server, Microsoft Project and Microsoft Visio.

Persons appointed to this classification must be of good moral character and emotionally stable as determined by a comprehensive background investigation.

The work of this classification is essentially sedentary and involves the use of computers and office machinery.

Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
Job candidates may be required to complete an expanded background investigation, polygraph examination, and psychological examination.

Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.
Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
