Basic Function
Under direction, supervises and performs professional level engineering services associated with administering the work plan for the City’s desalination program; serves as the point of contact for consultants and regulators; manages consultant contracts and grants; prepares reports, requests for proposals; monitoring and communicating progress and issues of interest to either the City Council or the Soquel Creek Water District; supervises assigned project personnel; and performs related work as assigned.
Distinguishing Characteristics
This is the advanced level classification in the professional engineering classification series. This position typically serves as professional and administrative head of a section of the Water Department engineering division. Incumbent performs more complex professional engineering work and supervise other professional and technical staff in the implementation of multiple complex projects comprising the desalination program.
This position is distinguished from the Associate Engineer position for the increased level of independent judgment and action required; for the responsibility to independently represent the desalination project before regulatory agencies, e.g. Coastal Commission, Regional Quality Control Board, etc.; for the responsibility to staff a task force comprised of City Council members and Board Members of a neighboring water district; for the independent management of contracts that will potentially exceed $100 million; for the number and complexity of contracts with consultants and/or contractors that will be active simultaneously.
Typical Duties
(May include, but are not limited to, the following):
- Develop and maintain work program schedule and tracking system. Prepare an overall master schedule to coordinate the many project schedules to monitor overall progress. Prepare a comprehensive monthly progress update for all aspects of the project.
- Coordinate and conduct preparatory meetings with independent contractors for the various aspects of the investigative phase of the project and progress meetings as frequently as needed.
- Assist with planning and ongoing strategies to meet schedule requirements and milestones. Identify and report critical paths and schedule/task variations.
- Proactively determine action plans with details of most appropriate actions and/or options for the Task Force.
- Attend regular in-house coordination meetings to report on the status of various aspects of the project, schedules, issues, etc.
- Represent SCWD2 at meetings with regulatory agency staff and boards.
- Draft reports to the Task Force and governing boards to consider approval of contractor change orders and/or amendments for the independent contracts, including attending the regular Task Force and/or governing board meetings for discussion of particular items.
- Identify potential issues and decisions and draft reports laying out the issues and options with recommendations for the Program Managers to approve or submit to the Task Force for their consideration as appropriate.
- Provide point of contact and day-to-day oversight of consultants.
- Prepare permitting documents/resolve issues directly with regulators/make modifications to permit applications and plans.
- Prepare scopes of work and requests for proposals for the various components of work to be accomplished.
- Confirm potential contractors have satisfactory performance bonds and insurance coverage.
- Prepare contract documents.
- Perform quality assurance and quality control to ensure project facilities are properly designed; all support service work is performed; and all data collection, analyses and alternative evaluations required in regulatory agency directives and by the Task Force are completed and properly documented. Note any deficiencies and communicate corrective action to be taken.
- Manage budget and approve progress payments according to City procedures.
- Administer Pilot Plant Grant – assure grant required tasks are completed, prepare required reports, file payment requests.
- Respond to questions from regulatory agencies, stakeholders, etc.
- Coordinate with City Public Works Wastewater Treatment Division, UCSC and other stakeholders
- Review and comment on all administrative drafts of reports associated with the project.
- Participate in the AWWA Desalination Committee, the Affordable Desalination Collaboration (ADC), and the American Membrane Technology Association (AMTA).
- Other duties as assigned.
Minimum Qualifications
(Knowledge, Skills and Abilities):
Working knowledge of:
- the principles and practices of grant and contract administration;
- the principles and practices of project management.
Knowledge of:
- the principles, practices and methods of civil engineering as related to the planning, design and construction of water mains, pumping stations, reservoirs and water treatment facilities, including desalination facilities;
- Federal and State laws, regulations and standards relating to civil engineering and construction, as well as permitting and approvals for desalination facilities.
Skill to:
- write clear and comprehensive reports on administrative and technical issues;
- speak clearly and concisely in presenting technical information to individuals and groups;
- Organize, coordinate and manage effectively all aspects of a large engineering project.
Ability to:
- prepare engineering plans, designs, estimates and specifications;
- plan, organize, supervise and evaluate the work of professional and technical staff;
- establish and maintain effective working relationships with City staff, public officials, outside agencies and the public;
- demonstrate analytical skills in conducting engineering studies and development of appropriate recommendations for action;
- interpret, apply and explain laws, regulations, standards, policies and procedures;
- develop and control operational and construction budgets;
- solve difficult engineering problems, using a variety of engineering techniques.
Education and Experience
Any combination of education and experience that provides the skills, knowledge and abilities shown above is qualifying. A typical way to obtain these requirements would be:
- A Bachelor's degree from an accredited college or university in civil engineering or a related field, and five (5) years of increasingly responsible professional experience in civil engineering; two (2) of which include professional water engineering experience and one (1) of which includes supervisory responsibility.
Licenses and Certificates
Possession at time of hire and continued maintenance of:
- A valid California Class C driver's license and a safe driving record or the ability to provide alternate transportation which is approved by the appointing authority.
- Registration as a civil engineer in the State of California.
DESIRABLE QUALIFICATIONS
- Ability to use micro-computers in engineering-related functions.

SALARY
- The current salary range for this position is posted on the City website. Appointment may be made commensurate with experience. See the Mid-Management MOU documents on the City website for further details on pay rates and practices.
APPOINTMENT
- Any candidate selected by the appointing department may be required to pass a pre-employment medical exam administered by a City-selected physician before hire to non-sedentary positions. Prior to starting work, all newly hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment. Candidates must present documentation verifying authorization to work in the United States and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to a six-month probationary period which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
LEAVE
Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.
Sick – 12 days/year

Floating Holidays - 24 hours per year - prorated for part-time

INSURANCE – (available to employee and eligible dependents)
Medical – Depends on plan selected; City generally pays at least 90% of the cost of coverage. Participating members make an additional $35 contribution per pay period towards health care benefits.
Dental, Vision, Employee Assistance Program – City currently pays full cost of employee and family coverage. Pro-rated for part-time.
Life – City provides a $25,000 life insurance policy.
Long Term Disability – City provides a long term disability plan.
MANAGEMENT LEAVE/OPTIONAL BENEFIT PLAN
80 hours of additional vacation per year. A $1,300 (less than 10 yrs) or $1,500 (greater than 10 yrs) annual contribution may be used to purchase additional vacation, be place in deferred compensation account or be paid in cash (cashout limited to 20 hours).
RETIREMENT
All regular employees become members of PERS. Public Employees' Retirement System (PERS) 2% @ 62 (3 year average). Prior PERS membership may affect retirement formula. Employees contribute 11.25% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
