POSITION: Program Manager
REPORTS TO: Deputy Airport Manager - Administration
LOCATION: White Plains, New York

SUMMARY
This position reports to the Deputy Airport Manager – Administration. The Program Manager is a
seasoned project management professional with a deep history of diverse project management
experiences, including managing large, complex, multi-year initiatives. This is a highly
collaborative, individual contributor role that interfaces with many internal and County
departments and senior executives.
The primary role and responsibilities include, but are not limited to, preparing and managing the
Westchester County Airport (HPN) annual capital program; managing the design, planning, and
construction support for multi-discipline projects on airside, landside and buildings at HPN; and
administering service contracts related to critical infrastructure and utilities.

- Perform a wide array of aviation-related design, planning, construction support, and

EDUCATION and/or EXPERIENCE
- Bachelor’s degree and 16 years of equivalent experience in project/program
- Preferred: Professional Engineering License. If from another state than New York, must
- Demonstrated experience managing large, complex programs from inception through to
scope, and structure.
- Airport or related industry experience.
- Experience leading a complex effort in a matrixed environment, setting the tone,
and empowering them to perform expected responsibilities.
- Ability to operate autonomously in a vague or obtuse environment with little direction.
- Ability to retain composure while coping with uncertainty, risk, and competing priorities.
- Demonstrated comprehension, support, and drive of the business strategy and objectives
- Demonstrated experience with project management software such as SCRUM/Agile,
overseeing multi-functional project teams.
- Preferred Project Management Professional (PMP) certification and/or Program
- Preferred Continuous Improvement or Lean Six Sigma Belt Certified.
- Preferred Master of Business Administration (MBA) or other advanced degree.
- Proficiency with Microsoft collaboration and online project management tools (i.e.,
