POSITION: Program Manager

REPORTS TO: Deputy Airport Manager - Administration

LOCATION: White Plains, New York

AIRPORT: Westchester County Airport

SUMMARY

This position reports to the Deputy Airport Manager – Administration. The Program Manager is a

seasoned project management professional with a deep history of diverse project management

experiences, including managing large, complex, multi-year initiatives. This is a highly

collaborative, individual contributor role that interfaces with many internal and County

departments and senior executives.

The primary role and responsibilities include, but are not limited to, preparing and managing the

Westchester County Airport (HPN) annual capital program; managing the design, planning, and

construction support for multi-discipline projects on airside, landside and buildings at HPN; and

administering service contracts related to critical infrastructure and utilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be

assigned.

  • Perform a wide array of aviation-related design, planning, construction support, and
County management services for HPN infrastructure.

  • Manage the annual capital program with regard to County, State and Federal Aviation
Administration (FAA) processes.

  • Lead concurrent, multiple projects from concept inception, planning, design,
bidding/proposals, construction/repair, and establishing operation and maintenance by

providing direction and controlling overall project costs and scope, schedule and quality

of work.

  • Manage project risks and issues and implement mitigation/corrective measures.
  • Advanced ability to identify and structure complex problems, rapidly prioritize issues,
develop matrixed solutions, plan and conduct complex work, process information quickly,

and place information into an intuitive context or framework.

  • Chair the airport’s Tenant Alteration Application (TAA) process and liaise with County
representatives to assure requisite compliance, safety and security measures.

  • Implement project Quality Assurance/Quality Control (QA/QC) and coordinate with
Avports Finance, County DPW/T and County Budget for project reviews.

  • Demonstrated use and mastery of change management principles.
  • Mentor and develop cross functional teams that encourages teamwork, initiative and
growth.

  • Support the Landside Operations Manager in administering service contracts related to
the operation and maintenance of critical infrastructure. Examples include commercial

terminal HVAC and passenger jet bridge contracts.

  • Support the Facilities Maintenance Lead in engineering matters.
  • Respond to airport emergencies involving critical infrastructure impacts.
  • Builds strong relationships and interacts with the County (County), airport tenants, and
industry groups, serving as an ambassador for HPN.

  • All other duties assigned by the Airport Manager or Deputy Airport Managers, defined as
the Airport executive leadership team.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

  • Bachelor’s degree and 16 years of equivalent experience in project/program
management

  • Preferred: Professional Engineering License. If from another state than New York, must
be eligible for licensure in New York State.

  • Demonstrated experience managing large, complex programs from inception through to
closure, this includes experience driving alignment on the program’s strategic objectives,

scope, and structure.

  • Airport or related industry experience.
  • Experience leading a complex effort in a matrixed environment, setting the tone,
providing situational context and clear direction to core team/working group members,

and empowering them to perform expected responsibilities.

  • Ability to operate autonomously in a vague or obtuse environment with little direction.
  • Ability to retain composure while coping with uncertainty, risk, and competing priorities.
  • Demonstrated comprehension, support, and drive of the business strategy and objectives
with experience creating a delivery to successfully achieve the defined objectives

  • Demonstrated experience with project management software such as SCRUM/Agile,
Waterfall, and Hybrid software development lifecycle methodologies and/or experience

overseeing multi-functional project teams.

  • Preferred Project Management Professional (PMP) certification and/or Program
Management Professional (PgMP) certification.

  • Preferred Continuous Improvement or Lean Six Sigma Belt Certified.
  • Preferred Master of Business Administration (MBA) or other advanced degree.
  • Proficiency with Microsoft collaboration and online project management tools (i.e.,
Teams, WebEx, SharePoint, and Project Online).

LANGUAGE SKILLS

Ability to read and comprehend instructions, short correspondence and memos. Ability to write

correspondence. Ability to effectively present information and respond to questions from groups of

managers, Countys, customers and the general public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions,

and percentages.

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or

diagram form. Ability to deal with problems involving several variables in standardized situations.

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid Drivers’ License as a condition of employment.
