Job Summary This is light work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects, and some light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires walking, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
· Coordinates and participates in the design of public utility and public works infrastructure projects by assisting with the development of project plans and specifications, conducting plan reviews, reviewing engineer’s estimates, preparing and maintaining engineering files and records, etc.
· Coordinates engineering services provided by the Town as well as procured consultants;
· Coordinates approval and reviews; meets with engineers, builders, contractors and various town departments; approves related sureties and their dollar value;
· Assists in the preparation of the VA DEPT OF TRANSPORTATION, GENERAL ENGINEERING, and STORM DRAINAGE accounts within the annual budget.
· Assist in overseeing the expenditures of the annual VDOT Street Maintenance Funds.
· Prepare and submit the ANNUAL VDOT SURVEY through The Weldon Cooper Center for Public Service.
· Coordinates with Department of Transportation regarding site access, signs and other project and/or development issues; Serves as the Town’s Authorized Responsible Person for VDOT’s Locally Administered Projects
· Assists in establishing standards for design and construction of public works infrastructure projects;
· Coordinates projects with other departments and private or public agencies;
· Reviews subdivision plans for proper compliance with the Town’s regulations and specifications for utilities, public streets, lighting, entrances, sidewalks, drainage, etc.;
· Conducts bid opening ceremonies; analyzes the bids; prepares the contract and arranges to award the contract; holds preconstruction meetings with the contractors;
· Prepares estimates for public works infrastructure projects; makes field inspections of projects which impact public ROW;
· Coordinates with VDOT, if needed; to facilitate the Town’s annual paving list; inspects and administers the annual paving and milling projects.
· Acts as liaison between Town and various governmental and contractual agencies, i.e., VDOT, VDH, NS, etc.;
· Assists with establishing and updating the specificationsfor streets, drainage, sidewalks, etc.;
· Investigates citizen complaints relating to engineering problems as well as general problems; makes recommendations to correct problems;
· Performs courthouse research on deeds, plats, etc. for town projects and also has various deeds recorded for the town;
· Maintains project files consisting of project plans, specifications, bid estimates/approval, field reports, contract documents, etc.
· Assists with providing utility data to individuals and land developers;
· Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of the principles and practices of civil engineering as related to the preparation of plans and specifications; thorough knowledge of modern methods and techniques as applied to the design of public works and utility projects; ability to perform engineering computations and to make recommendations on engineering problems; ability to establish and maintain effective working relationships with associates, contractors and the general public; skill in the use of civil engineering instruments and equipment; ability to communicate complex ideas effectively, orally and in writing; ability to present facts and recommendations effectively in oral and written form; firmness and tact in enforcing codes and ordinances.
EDUCATION AND EXPERIENCE:
- Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in civil engineering, business, economics, management, political science, public administration or a related field.
SPECIAL REQUIREMENTS:
· Possession of a valid driver's license in the Commonwealth of Virginia
· EIT certification desired
· VDOT LAP Administrator certification (or ability to obtain within 6 months)
· DEQ Dual Inspector (or ability to obtain within 12 months)
Job Type: Full-time
Pay: $52,710.00 - $78,960.00 per year
