Summary of Position:

We are looking for a self-motivated Federal Proposal Manager to join our team. In this position, you’ll play an important role in our company’s business development through solicitations for federal projects for the Veterans Administration.

Duties and Responsibilities:

· Coordinate, produce, and submit written solicitation responses for federal projects with the Veterans Administration

· Coordinate and facilitate written and personal interviews with the appropriate project team members as part of the project pre-award process

· Prepare and transition relevant documentation to appropriate Project Managers for projects entering the Request for Pricing phase of contract negotiation

· Ensure consolidation and documentation of Points of Contact for assigned projects after a solicitation response proceeds successfully to the RFP phase of contract negotiation

· Ensure timely coordination for pre-award or post-award debriefs for unsuccessful projects from the Veterans Administration based on federal requirements for notification

· Attend, as appropriate, project review meetings with architects, engineers, or project managers to understand the current status and progress on assigned projects

· Maintain awareness of the Basis of Design documentation for assigned projects to support future project showcasing

· Ensure Contractor Performance Assessment Reports (CPAR) are received, analyzed, and integrated into the existing project assessment cycle to assist in identifying problematic trends in project work

· Record time spent on each solicitation response to support analysis of workload and project budget for project managers

· Oversee project member resumes are current with licensure, certifications, project experience, and successful results

· Oversee a portfolio of project summaries for BAE project work which document participants, sub-consultants, and project results

· Provide advice and feedback on a standardized format for SF330s, to include Part H (Capabilities Statement, Qualifications, Specialized Experience

· Perform other duties as required

Skills and Qualifications:

· Bachelor’s degree in marketing or related field preferred

· 3-5 years of marketing experience

• Proficient in MS Office applications (Word, Excel, PowerPoint)
• Excellent written communication skills
• Must be flexible, analytical, highly detail-minded, organized, and responsive to requests and deadlines
• Highly motivated, self-directed, and able to work independently and efficiently
• Possess organizational savvy, understand the dynamics of the organization and its commitment to customers, and use that information to establish alliances to achieve organizational objectives
