We seek a Public Records Officer (Operations & Policy Analyst 3) to join our Public Records Unit.
As the Public Records Officer, you will analyze and make complex decisions on releasing records in compliance with state, federal, and Public Records Law. Additionally, explain the decision and outcome of complex analysis to requestors, program staff, Department of Justice (DOJ) AAGs, and other partners. Lastly, you will evaluate the program's operational process for compliance, effectiveness and make recommendations for process improvement and risk mitigation.

What you need to qualify; Minimum Qualifications
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

Your duties at a glance
The Public Records Unit (PRU) is housed under the Chief Administrative Office. PRU centrally
tracks and fulfills record requests from clients, the media, and other public entities and individuals. The unit focuses on consistency, transparency, and adherence to Public Records Law.
As a Public Records officer, you will:
Record Requests Analysis and Release
-
Perform complex analysis and decide which records are releasable, apply appropriate redactions and cite applicable exemptions, statutes and rules.

Explain statutory discretion exercised in a release as appropriate.

Explain the decision and outcome of complex analysis tailored to various stakeholders of requestors, program staff, local office staff, Department of Justice AAGs and partners.

Prepares records for clients, attorneys, media and the public by making necessary redactions and/or removing records determined not releasable.

Assess large volumes of records to determine the estimated effort to review and apply redactions and the appropriate fee.
Policy Analysis and Legislative Coordination
-
Interpret and explain agency policy and rules on record requests to staff, stakeholders, legislators, media and the public. Explain complex concepts and analytical processes based on program area and record type.

Serve as subject matter expert on public records law and processing. Provide consultation and complex policy analysis to ODHS staff on public record requests at the central office, program and local office level.

Work with Department of Justice (DOJ) AAGs on public record petitions. Explain the agency decision and complex analysis for statutory discretion on release and redactions citing appropriate law, rule and/or policy.
Operational Research and Evaluation:

Partner with program staff to evaluate operational processes for compliance, effectiveness and make recommendations for process improvement and risk mitigation.

Identify gaps and suggest improvement to rules, policies or procedures.

Lead and facilitate planning meetings with cross-functional and interdisciplinary teams to arrive at organizational improvements.
Working conditions

Hybrid schedule will be considered in filling this position. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.

This work is done in a fast-paced office environment. There is a high-volume workload with short time frames for a response.

May require occasional travel and infrequently overnight.

This position requires a valid driver's license or other acceptable transportation methods.

This position will handle sensitive information and must maintain confidentiality regarding client information and client-attorney privileged information.

This position must maintain a collaborative and working relationship with ODHS local office staff, DHS central office staff, OHA staff, shared and central services staff, the Department of Justice staff and attorneys, the Oregon Judicial Department staff, the Department of Administrative Services, media, defense attorneys, plaintiff attorneys, legislative offices and various statewide partnership groups.
