RECREATION SPECIALIST II Stewardship and Operations Specialist – Duties and responsibilities include, but are not limited to:

Supervision

Provide day-to-day supervision and management of full-time staff, part-time staff, volunteers, and interns to include hiring, scheduling, training, professional development, mentoring, evaluating, and disciplining
Establish goals and parameters for assigned staff to conduct operations related to City Boat Ramp and Municipal Marina, Adopt A Programs, and large-scale Stewardship activities
Skill in handling various personnel matters and administrative duties
Facilitate and manage unit work
Skill in handling challenging interpersonal working relationships with various City employees, contractors, and the public
Ensure compliance of safety protocols and assist with facilitation of training and coordination of Emergency Operating Procedures
Enforce City policies, procedures, regulations, and safety practices
Oversee the investigation of accidents and incidents occurring within the facility and event/program, and ensure corrective action is initiated as needed
Develop, recommend, draft, and enforce unit policies and procedures
Coordinate with other City agencies and staff as needed.

Stewardship

Plan, coordinate, supervise and evaluate stewardship activities that include large annual community wide clean-up and recycling events as well as cigarette litter recycling and fishing line recycling programs
Oversee management of City’s Adopt-A-Programs
Serve as Department Liaison to Virginia Beach Clean Community Commission
Work collaboratively with Public Works Waste Management on city-wide litter programs
Negotiate and prepare contracts and agreements
Work with internal and external stakeholders to foster and sustain community relationships and partnerships
Manage and maintain equipment inventory needed for stewardship activities
Responsible for overseeing unit’s vehicle inventory
Coordinate staff resources and volunteers for activity set-up, execution, and break-down
Assist supervisor with strategic long-term planning and visioning to develop, refresh, and implement Stewardship events and initiatives that meet the needs of our citizens
Serve as unit’s Volunteer Resource Manager

Boat Ramp and Municipal Marina Operations Management

Responsible for the overall supervision, management, and operation of the Lynnhaven Boat Ramp and Beach Facility and the Lynnhaven Municipal Marina
Train and supervise staff on operational duties including, but not limited to; revenue operations, safe boat launch/recovery procedures, parking meter and facility traffic management, and grounds and building maintenance and enforcement of all applicable rules and regulations

Customer Service

Provide excellent customer service to internal and external customers in both written and oral forms
Ability to lead and instruct staff how to provide excellent customer service while promoting stewardship activities
Possess the ability to promote teamwork and serve as a catalyst for a positive work environment among several work units
Maintain strong internal communications among department staff and external communications with other City agencies and departments, citizens, and customers.

Budget and Statistics

Effectively utilize and track resources to project and meet revenue and expenditure targets
Prepare required reports and documents
Prepare statistical data ensuring completion with accuracy and timeliness to assist with the budget
Work closely with staff to conduct surveys and evaluations for activities and operations
Experience using microcomputers (Point of Sale, Word, Excel, Outlook, and databases for financials and programs)
Ensure compliance with established procedures to ensure payment of invoices and contracts meet terms.
Prepare service agreements and procurement bids

Community Outreach

Conduct and maintain community outreach, partnerships, and collaboration with local businesses, City agencies, and schools.

Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on the current workloads and department needs.

Additional Requirements of the position:

Must be able to lift 50 pounds.

Must be able to work in outdoor elements to include heat, rain, and snow.

Must be able to stand/walk for prolonged periods of time.

Must be able to work extended shifts greater than 8 hours when needed.

Minimum Requirements:

MINIMUM QUALIFICATIONS:
Requires a Bachelors degree in recreation management, therapeutic recreation, exercise science, or a related field and two (2) years of experience as a recreation supervisor; OR any combination of education (above the high school level) and/or experience equivalent to six (6) years in fields utilizing the required knowledge, skills and abilities, and associated with such positions as recreation supervisor.

SPECIAL REQUIREMENTS:
Must be available to work varied hours, evenings, nights, weekends, holidays and overtime when required to meet operational needs.

May be required to have a current and valid driver’s license.

May require a Commercial driver’s license.

This position may require incumbents to wear and maintain appropriate personal protective equipment such as, but not limited to, steel toed shoes, hard hats, safety glasses, gloves, or other safety attire and equipment in designated areas of risk. Specific requirements will be determined and communicated by the employee’s supervisor based on position assigned.

In addition to the minimum requirements, the ideal candidate for this position will have experience listed in the preferences below. Candidates with the preferred experience should ensure the information is detailed in the application.

  • 2 years’ experience in facility operations/management
  • 1 year experience working with community groups, civic leagues, businesses, service organizations, or city departments
  • 2 years’ experience scheduling, supervising, hiring, training, coaching, and evaluating staff
  • Experience recruiting and managing volunteers
  • Experience managing revenue collection processes and procedures
  • Experience leading and coordinating large scale event logistics in the parks and recreation field

This position is being advertised as a pool, and applications will be used to fill current vacancies and any other similar Recreation Specialist II positions that become available within three (3) months from the closing date of this posting.

This is an Alpha I position, which requires reporting to work during periods of emergency or inclement weather, regardless of the City’s operational status.

Must be available to work varied hours (mornings, nights, weekends, and holidays) to meet operational, event, and program needs.

The individual selected for this position will be housed at a primary site but may be scheduled between other park sites/facilities. Schedules will be adjusted seasonally and will vary weekly based on events, facility coverage, and weather.

Some assignments may require overtime or split shifts to cover operational needs.

All employees may be expected to work hours in excess of their normally scheduled hours or maybe be relocated to another location or job assignment in response to short- term department needs and/or City-wide emergencies including weekends, evenings and holidays.
