Services include several programs of residential care as well as programs designed to work with children and families on an out-patient basis or in their home environments.
Summary/Objective
The Connections Foster Care program of New Foundations Home for Children provides support for and recruitment of foster families in the Upstate of South Carolina. Under supervision from the Development Director, this role directs the recruitment of foster families according to state regulations and agency policies and procedures; and assists with the related marketing and communications efforts for the Connections Foster Care program. We are looking for a person comfortable with diverse populations and cultures, knowledge of the Upstate, willing to travel throughout the region, and also has some marketing and administrative skills to track their efforts and aid in the recruitment process.
Essential Functions

- Educate, meet with, and recruit families throughout the Upstate for the Connections Foster Care and therapeutic foster care programs.
- Direct the administration of the Connections recruitment activities, ensuring that recruiter quotas are met regarding approval of new foster homes.
- Working “on the road” two to three times a week.
- Work closely with the Foster Parent Licensing Coordinator in a collaborative capacity to accommodate foster parents’ licensing and documentary needs, identify and overcome licensing barriers.
- Serve as a resource coordinator to help foster parents seek all training opportunities available to them through the Connections program and in the community.
- Identify and Schedule opportunities for speaking engagements and conduct other community outreach, attend exhibits/conferences, present webinars.
- Maintain a current and accurate agency competitor, foster family, contact, and community agency list through the Virtuous Software Program.
- Assist with assessment of growth opportunities in new geographic areas through targeted marketing/recruitment efforts to assess potential pool resources/interest.
- Preparation of reports as needed for Development/Marketing Director and Connections Foster Care Director.
- Participate in program review meetings as assigned.
- Participate in the annual budget planning process to ensure that efforts are in line with recruitment, and marketing needs.
- Must be able to complete all required trainings.
- Other duties as assigned by the supervisor.
Other Skills Favored:
- Analytical and administrative skills needed to collect and analyze data on family demographics and other relevant domains to identify necessary action areas in development and recruitment efforts.
- Development and implementation of recruitment campaigns and campaign effectiveness tracking tools.
- Ability to conduct focus groups, create advertising and direct mail, updates to website, etc.
- Knowledge to assist with advertising and public relations activities including press releases, speaking engagements and program collaterals, social media posting, blogging, and SEO.
Education, Basic Skills and Requirements:
- Bachelor's Degree in Social or Human Services preferred. Also Sales, Business Administration, or related field considered.
- 2 years of experience in the area of youth services, preferably with direct experience in the area of child welfare or foster care recruitment and training.
- Knowledge of community resources.
- Capacity to be flexible and responsive to youth served, foster caregivers, system partners, and staff.
- Must maintain a valid driver’s license and comply with DSS regulatory requirements, and agency liability insurance requirements.
- Required to follow New Foundations policies and procedures at all times when acting on behalf of New Foundations.
- Self-motivated and detail-oriented with ability to multi-task.
- Strong communication skills with demonstrated ability to collaborate effectively with others.
- Excellent verbal and written communication skills; interpersonal and organizational skills; problem solving and decision-making skills, experience working as a member of a collaborative team.
- Ability to work under limited supervision.
- Knowledge of SC Foster licensing regulations a plus.
- Virtuous Non-Profit CRM Software knowledge a plus.
- Knowledge of computers, specifically MS Office.
- Satisfactory criminal history and background check required.
