About The Position
The Research Portfolio Manager is responsible for providing institutional-level sponsored programs administration services including creating and maintaining relationships with researchers and program teams on behalf of the Office of Research Management (ORM).
This is a remote position in which the employee will be required to go into the Corporate office in Bethesda, MD or Frederick, MD on an as needed basis.
Salary Range
$95,000 - $110,000. Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position.

About The Position

Responsibilities:
Management Responsibilities:
- With aid of Human Resources, responsible for staffing, hiring, salary negotiations, and performance review processes for department and site staff
- Conducts counseling and corrective action when necessary, up to and including termination, with aid from Human Resources and ORM Director
- With delegated authority, oversees general administrative needs such as timesheet approval, and distribution of forms for department staff
- Manages all assigned staff to ensure optimal performance on each project or study
- Ensures staff demonstrate basic understanding of their job duties
- Plans and facilitates individual and team meetings
- Assures all staff members comply with Foundation and site policies, procedures and SOPs
Responsibilities:
- Provide assistance, guidance and counsel to researchers and program teams to include programmatic and financial oversight throughout the life of the award
- Actively manage risks, provide mitigation strategies, and take corrective action to resolve issues
- Develop and manage budgets and maintain up-to-date budget forecasting information, provide analysis of data for identification of trends
- Oversee submission of grant and contract proposals, including complex, multi-site, submissions (to include clinical trials) with civilian and military partners, to federal and non federal sponsors
- Hold regular meetings with researchers and program teams to discuss project progress, challenges, and questions on upcoming phases (no less than quarterly) Review and submit progress reports, and other detailed documents and/or related materials ensuring accuracy and compliance with sponsor requirements
- Ensure applicable award documentation (including approvals, amendments, modifications, etc.) as well as any communications with the sponsor or any other Federal or regulatory office (including prior approvals, change in scope, etc.) are provided to OAM for maintaining and updating project files
- Draft and review sponsor correspondence such as requests for prior approval and no cost extensions
- Serve as the primary point of contact for researchers and program teams to ensure successful completion of projects
- In collaboration with ORM Director(s) actively monitor and manage department revenue goals to ensure they are achieved
Qualifications:
- Bachelor's Degree in Business Administration or Management or related degree required
(5+ years of relevant experience may be substituted for education requirement) - At least five (5) years’ experience with the administration of awards from various federal and non-federal sponsors including grants and contracts required. Experience with the administration of clinical trials desireabl
- Ability to exercise independent judgment in fast-paced, high-pressured environment with strict deadlines and to manage multiple projects
- Ability to work independently and proactively is required
- Strong written and oral communication skills with a high-level of customer service required
- Advanced grammar skills and technical editing ability required
- Computer skills including intermediate level experience with Excel and other Microsoft Office Software required
- Direct experience interpreting federal and non-federal sponsor guidelines and OMB Regulations, FAR, DFARs, DoDGARs required
- Certified Research Administrator and/or Certified Federal Contracts Manager preferred
- Experience with industry-sponsored awards preferred
- Research or healthcare background and knowledge of DoD process and procedural knowledge preferred
