Under general direction, assists in administering policies, procedures and collective bargaining agreements concerning citywide employee/labor relations activities. Work involves responsibility for performing a wide variety of functions regarding grievance and related employee relations activities; investigates employee or applicant complaints and grievances; assesses training needs, develops and implements comprehensive city-wide employee training and development programs related to area of responsibility; performs and assists in performing specialized research of varying complexity and preparing special reports; conducts and assists in conducting studies of the effects of negotiation proposals and contractual agreements as to their impact on the City; assists the Chief Human Resources Officer and Assistant Director of Human Resources in preparing material for the training of supervisory personnel in matters pertaining to grievance procedures and labor contract agreements; represents the organization in legal hearings on labor issues and with labor governing bodies, as needed; makes recommendations for changes to existing policies to ensure compliance with new or proposed regulations; interprets civil service rules and regulations, union contracts, federal guidelines and regulations, and human resources policies and procedures; investigates and responds to disciplinary matters, assigned EEOC complaints; investigates internal and external complaints/grievances/inquiries; conducts pre-disciplinary meetings and monitors disciplinary actions to ensure consistency, and performs other related duties as assigned.

Salary


Depending on qualifications the starting salary will be in the range of $62,100 - $93,163


Qualifications

Bachelor’s degree with a major in Human Resources, Industrial Relations, Business/Public Administration, or related field (education will be verified using the “Education Requirements” listed below) and four (4) years of progressively responsible experience in employee relations, labor relations, contract negotiating with collective bargaining units, grievance administration and dispute resolution, or related field, or any equivalent combination of training and experience. Master’s Degree and PHR/ SPHR, NPELRA or FPELRA Certification are highly desirable. A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.

Education Requirements:
To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:
a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA).
d) an institution whose degree or certification is accepted by institutions identified in either a, b or c above for the purpose of admission to institutions identified in either a, b, or c above.
  • International degrees will be evaluated to determine if they satisfy qualification requirements.


The City of West Palm Beach allows remote work assignments for certain job classifications and under certain conditions in accordance with Remote Work Policy 4-20.

State of Emergency:
When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
