Purpose and Scope:

Delivers at a high level of competency in assisting management through analysis, recommendations, counsel; conduct independent, objective examinations of processes and/or procedures to ensure internal controls are in place to safeguard assets, maintain the integrity of the financial records, ensure the economical and efficient use of resources, and provide assurance of compliance with applicable policies, laws, and regulations. This position ensures that District policies and procedures are properly adhered to as well as the Tennessee Internal School Uniform Accounting Manual. This position supports the Audit Management in the accomplishment of the Superintendent's goal and objectives.

Essential Job Functions:
  • Establishes objectives and goals for operations programs and manage a system of internal controls, compliance with management policies and procedures.
  • Conducts operational, school, support, and special audits as assigned.
  • Train and mentor new auditors.
  • Develops audit questionnaires, programs, and work programs, and work papers.
  • Reviews, examines, and evaluates audit information; communicates audit findings, both orally and in a formal written report, to the auditee and management and evaluates responses to audit findings.
  • Maintains confidentiality of all audit findings.
  • Assist internal auditors and accounting specialists assigned to an audit and reviews their work for sufficiency of scope and accuracy.
  • Performs and/or supervises audits when assigned by the Audit Management.
  • Perform fraud, waste, abuse investigations and investigates fraud hotline alerts as assigned.
  • Monitor compliance with Tennessee Fraud Reporting Act.
  • Travels to all District schools and work sities.
  • Conduct training on District Fraud Policy.
  • Performs other related duties as assigned or directed.
Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor’s Degree in Accounting or a related area. Plus, an additional (3) three years related experience, or an equivalent combination of related, education/experience totaling 7 years. (2) Two years of experience in Law enforcement/Investigation preferred.

Degree Equivalency Formula:


Bachelor’s Degree= 4 years plus required years of experience.

Master’s Degree= 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.
Knowledge, Skills, and Abilities:
  • Strong analytic and problem-solving skills, with the ability to swiftly and accurately understand complex data and perform analysis
  • Strong background in accounting and audit
  • Proficient in working in various audit and accounting spreadsheets
  • Proficient in report-writing
  • Ability to work across functional lines
  • Skill in developing data-supported solutions and using fact-based logic; ability to translate complex analysis in an easy-to-understand manner and present to a broad audience
  • Strong written and verbal communication skills
  • Ability to tackle operational challenges in a complex, changing political and educational environment
  • Ability to manage daily administrative tasks without losing sight of long-term goals and planning
Physical Requirements and Working Environment:
Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers for sign language.


Unavoidable Hazards: The position is exposed to no unusual environmental hazards.


Sensory (ADA) Requirements: The position requires normal visual acuity and field of vision, hearing and speaking abilities.
