Overview:
LMI is seeking an experienced Senior Training and Professional Development Specialist at the Department of Homeland Security (DHS), Federal Protective Service (FPS) headquarters in Washington, DC. This position will support FPS in achieving critical operational integration of new or improved programs and processes across the organization in the area of Training and Professional Development. This position requires the a bility to obtain a DHS public trust security clearance. This position allows for partial telework with the ability to work virtually and travel to client site in DMV as required.

Responsibilities:
As a Senior Training and Professional Development Specialist, you will be responsible for the support and delivery of training for a highly specialized workforce and continuing staff growth opportunities with stakeholders both inside and outside FPS as well as to provide organizational development activities. Your duties may include:
  • Assess training capabilities, gaps, and future needs
  • Engage stakeholders to identify trends, share best practices, align policies, and enhance programs
  • Support establishment of virtual learning
  • Develop recommendations to improve training
  • Develop lessons learned library
  • Analyze training and improve internal controls
  • Recommend improvements to training programs
Qualifications:
MINIMUM QUALIFICATIONS

Educational Requirements:
  • MBA or MS degree is desired in Instructional Design & Development, Organizational Development, Human Resources, or related discipline. Other degrees can be considered if experience demonstrates capability.
  • BA or BS degree is required. BA or BS discipline in Instructional Design and Development, Organizational Development or Human Resources is preferred - other degrees can be considered if experience demonstrates capability.
Experience and Abilities:
  • Ten (10) years of experience in assessing organizational training needs and implementation of organization learning requirements and instructional program design and implementation.
  • Ability to communicate effectively, both orally and in writing
  • Ability to conduct detailed research and analysis of qualitative and quantitative data
  • Ability to propose and assess capabilities of alternative solutions to meet program needs
  • Ability to work effectively with a group or independently
  • Ability to effectively manage several projects at one time
  • Proficiency in Microsoft Office, Word, Excel, Visio, and PowerPoint
  • Ability to obtain and maintain a US Government Public Trust clearance
  • Ability to work virtually and travel to client site in DMV as required
DESIRED QUALIFICATIONS
  • MBA or MS degree is desired in Instructional Design & Development, Organizational Development, Human Resources, or related discipline.
  • Certification in Organizational Learning, Change Management or Virtual Learning highly recommended.
  • Existing DHS public trust security clearance
  • Experience consulting in a federal law enforcement agency.
  • Experience with Tableau and/or Power BI data visualization tools
  • Excellent project and time management skills to thrive in a fast-paced environment
  • Strong facilitation and influencing skills and the ability to build relationships and interface with executive and senior level government leaders
  • Self-starter capable of bringing clarity to and acting in ambiguous situations
  • Experience growing project work through identifying client needs, writing proposals, developing white papers and capabilities briefings
  • Familiarity with available business intelligence software
  • PMP certification
