Staff Planner (Puerto Rico) Job at ATCS PLC
ATCS is seeking Planners at various levels to assist with disaster recovery planning and implementation in Puerto Rico. We are looking for individuals local to Puerto Rico or interested in deployment.
Disaster recovery support encompasses a wide range of disciplines such as community planning and capacity-building, housing mitigation and reconstruction, economic development, infrastructure systems resilience, natural and cultural resources protection, and health and social services. These positions provide a rewarding opportunity to support disaster recovery efforts in Puerto Rico.
We are seeking candidates with the following backgrounds to support our efforts:
- Community Planner; Urban Planner
- Data Analyst (e.g., business, financial); Data Visualization Specialist
- Housing Recovery Planner; Housing Program Specialist
- Emergency Management Planner; Strategic Planner
- Economist; Economic Development Specialist
- Engineer (e.g., Civil, Structural, Mechanical)
- Environmental Scientist
- Mitigation Specialist
- Resilience Planner
- Natural or Cultural Resource Specialist
Responsibilities:
- Assess a disaster’s impact on a community’s built and natural environments, social and economic conditions and trends, and its public, private and non-profit sectors’ capacities to plan, finance, and manage its recovery efforts
- Assist in identifying recovery resources, options and opportunities that can support, sustain, and make the community’s disaster recovery more successful
- Support the impacted community in acquiring the organizational and operational capabilities and capacities needed for planning, monitoring and measuring recovery progress
- Aid in overall management and execution of disaster recovery activities
Basic Qualifications:
- Bilingual, local Puerto Rico residents are highly preferred
- 2+ years of experience required for consideration; 5+ years of experience preferred
- Must be able to commit to an assignment of 12 to 18 months in duration on-site in Puerto Rico; travel may be required to various municipalities in Puerto Rico
- Ability to work effectively with elected and appointed public officials of all levels of government, non-governmental stakeholders such as business and charitable leaders, and individuals and families that make up the public at large
- Strong written and verbal communication skills
- Solid strategic and tactical planning experience
- Critical and analytical thinking abilities
- Professional certifications from recognized organizations such as the American Institute of Certified Planners (AICP) or the International Economic Development Council (IEDC)
- Must be US Citizens or otherwise eligible to work subject to Congressional appropriation requirements and Executive Order 1193
Additional Qualifications:
- Past work in domestic and international disaster recovery missions is highly regarded
