The Superior Court is conducting a recruitment to fill a Supervising Court Investigator position. Under the direction of the Deputy Executive Officer, the Supervising Court Investigator will provide supervision to Court Investigators and support staff.
The Supervising Court Investigator plans, coordinates, organizes, assigns, evaluates and supervises the Investigations unit; supervises and participates in the work of employees engaged in civil investigations of conservatorships and guardianships; ensures reports are complete and submitted to the court in a timely manner; may conduct investigations of conservatorships and guardianships, provides recommendations to the court; and performs related duties as assigned.
The Supervising Court Investigator oversees the functions, operations and staff of investigators assigned to the unit. Incumbents are responsible for providing technical guidance and monitoring employee training, preparing performance evaluations and improving employee performance and productivity. Incumbents develop procedures, policies and materials and direct work priorities to improve service. Incumbents are expected to exercise considerable discretion in carrying out responsibilities independently and with a thorough understanding of court policies, procedures and customer service issues.
Knowledge of:
Effective Investigative and interview methods and techniques;
Issues of the elderly and mentally disabled;
Social issues such as child abuse, domestic violence, drug abuse and elder abuse;
Roles of other agencies in probate proceedings, including Department of Children and Family Services, Adult Protective Services, Regional Centers and Office of the Public Guardian.
Basic practices and procedures of budgeting and purchasing;
Procedures and techniques for analyzing and improving court work processes to enhance efficiency and productivity;
General functions and organization of the judicial system, including various divisions of the Court and the rules and functions of other legal and law enforcement agencies;
Professional practices and regulations relating to dispute Investigation and resolution;
Principles and practices of customer service and business communication; correct English usage, Including spelling, grammar and punctuation;
Principles and practices of effective supervision;
Court Personnel Plan policies and labor contract provisions.
Plan, supervise, assign, review and evaluate the work of subordinate employees engaged in conservatorship and guardianship investigations: coordinate work with other units;
Set priorities and allocate staff and other resources to meet court operational needs;
Obtain, read, understand, interpret and analyze a wide variety of financial, legal and medical reports and documents;
Define Issues, analyze problems, evaluate alternatives and develop sound, Independent conclusions and recommendations in accordance with laws, regulations, rules and policies:
Communicate effectively, both orally and in writing;
Understand, interpret, explain and apply a wide variety of specialized information including laws, codes, ordinances, rules, policies, forms and legal terms;
Present proposals and recommendations clearly, logically and persuasively;
Operate a computer and use standard business software and a variety of complex computer software programs and databases related to area of assignment;
Use tact and diplomacy in dealing with sensitive and complex issues, situations and concerned people;
Establish and maintain effective working relationships with all those encountered in the course of work.
Minimum Qualifications:
Graduation from an accredited four (4) year college or university with a degree in a science, a social science, a behavioral science, liberal arts or nursing, or closely related field and four (4) years of experience performing casework or investigations in a legal, financial, law enforcement or social services setting.

Any combination of education and experience that provides the candidate with the requisite knowledge, skills, and abilities to perform the duties of the position.

A valid California Class C driver's license is required, and the ability to maintain insurability under the Court's vehicle insurance program.
Depending on the number of applications received, an application evaluation committee may be convened to review and evaluate each candidate’s application package, and those deemed best qualified will be invited to an oral interview. The court reserves the right to revise this process in accordance with Court Personnel Plan and accepted selection practices.
