This is professional human resources work in the specialized area of talent acquisition. Counsels managers, supervisors, employees, and applicants on personnel policy, procedures, and practices. Provides subject matter expertise to stakeholders on the current hiring practices and acquisition methods. Analyzes, evaluates and provides technical assistance, support, and consultation on issues, practices, requests or proposals from Courts and Units. Determines and recommends best practices, final courses of action, or alternative solutions that ensure appropriate and consistent interpretation and application of and compliance with, personnel laws, regulations, and standards within Judiciary HR policies. Develops and presents marketing/promotional materials for job fairs, employee training, orientations, or other employee events. Participates in career fairs, community events, diversity initiatives and professional networking events. Participates in outreach events to foster community engagement and brand awareness. Develops and implements creative acquisition strategies. Maintains awareness of current state of the art talent acquisition practices by reviewing relevant literature, research and participation in professional development and networking activities. Recommends new or revised personnel policies, procedures, and standards in talent acquisition to improve the efficiency and effectiveness of the Judiciary HR Department. Reviews selected applicants’ qualifications along with job requirements to determine salary options while maintaining compliance with the Judiciary Human Resources Class and Salary pay philosophies. Reviews applications and routes qualified applicants to the hiring managers for further review. Performs eSkill assessments to assess potential candidates for proficiency in such areas of Microsoft Word Suite, attention to detail, analytical skills, and customer service. Complete appropriate background check process. Determine the job offer and complete the offer process through dissemination of the offer letter. Performs other related duties as assigned.
Education: Education: Bachelor’s Degree from an accredited college or university.
Experience: Three (3) years of professional human resources experience in the area of talent acquisition.
Note: Professional human resources work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.
Knowledge/Skills/Abilities: Knowledge of current laws, theories, principles, standards, methods, techniques and practices related to talent acquisition; of the policies, procedures, and standards of the Maryland Judiciary Human Resources Department.
Skill in interpreting, applying, and explaining complex, technically orientated personnel laws, regulations, rules, policies, and procedures. Skill in developing and organizing analytical reports.
Ability to resolve complex personnel problems by applying various methodologies and deciding between many possible alternative solutions. Ability to establish and maintain an effective working relationship with stake holders, such as front-line court staff, supervisors, managers, executives, public officials and the general public and to communicate effectively through written and verbal communication. Ability to multi-task and process transactions within a short amount of time. Ability to maintain confidentiality. Ability to use of a variety of software to include, but not limited to, applicant tracking system(s), Word, and Excel. Ability to provide an exemplary level of customer service to all stakeholders and clients. Ability to perform all essential functions of the position.
Beginning December 29, 2021, all new employees will be required to be fully vaccinated as a condition of their employment.
