Legal Division

GENERAL DESCRIPTION:

Performs advanced (senior-level) attorney work. Work involves directing and planning legal activities, performing and overseeing the review of legal documents, interpreting laws and regulations, and rendering legal advice and counsel. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

SPECIFIC JOB RESPONSIBILITIES:

  • Reviews real estate transaction documents and oversees the review of real estate transaction documents prepared by other attorneys and outside counsel
  • Serves as the lead attorney on asset management matters, including advising the Enforcement Committee.
  • Advises staff on legal matters and the interpretation and application of laws and regulations related to residential and housing-related commercial transactions
  • Reviews drafts of laws, rules, and regulations affecting agency operations and bills or amendments for legislative consideration
  • Directs, organizes, and coordinates legal and administrative activities
  • May supervise the work of others
  • Performs related work as assigned by the Deputy General Counsel and General Counsel
Qualifications

EDUCATION/EXPERIENCE:

  • Graduation from an accredited law school with a LL.B or J.D. degree
  • Licensed to practice law in the state of Texas and in good standing with the State Bar of Texas
  • Four years practicing law as a licensed attorney is required; prefer six or more years practicing law as a licensed attorney.
  • Experience reviewing and drafting residential and housing-related commercial transaction documents
  • Prefer experience preparing single and/or multifamily residential real estate loan documents for projects using federal funding sources

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of residential and housing-related commercial transactions
  • Knowledge of federal, state and local government affordable housing programs
  • Prefer knowledge of the Texas Business Code and experience with entity formation, and researching corporate law matters
  • Skill in document review, legal research, writing and legal analysis

PHYSICAL REQUIREMENTS:

  • This classification functions in a standard office environment. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, use office machinery, attend meetings in various offices and conference rooms, etc. Must be able to communicate and exchange accurate information via phone, computer, and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic, and various media formats. Must be able to work non-standard hours including the ability to work beyond 40 hours per week as needed and in compliance with the FLSA.
  • The employee must be able to lift and/or carry up to 10 pounds. Must be able to push and/or pull up to 10 lbs

OTHER:

Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
