Legal Division

This is a temporary position associated with one-time federal Funding. At the moment, the position is estimated to be filled through approximately December 2026; however, there is a high probability that it will become a permanent position.

GENERAL DESCRIPTION:

Performs administrative consultative services and technical assistance work. Work involves assisting and facilitating the Legal Division’s loan closing and real estate transaction document preparation effort under specified federal fund sources, providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public, and preparing single and multifamily real estate transaction documents for use in specified Department housing programs - exclusively those funded through one or more federal grant sources.

SPECIFIC JOB RESPONSIBILITIES:

  • Participates in the preparation of complex real estate transaction documents for use in specified Department housing programs
  • Participates in the analysis of operational problems and communicates solutions
  • Participates in the document request process to ensure compliance with laws, regulations, policies, and procedures.
  • Consults with public and private agencies and businesses involved in single and multi-family loan closings to resolve problems.
  • Performs related work as assigned by the Deputy General Counsel and General Counsel
  • Travel 5%.
Qualifications


EDUCATION/EXPERIENCE:

  • Prefer two (2) years post-secondary education with a 3.0 GPA or better.
  • Prefer experience working for state or local governmental agencies administering federal programs.
  • Prefer experience working with contract modification and production
  • Prefer experience preparing single and/or multifamily residential real estate loan documents for projects using federal funding sources.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of contracts and complex transactional document assembly
  • Skill and ability at using Microsoft WORD, EXCEL, OUTLOOK ACCESS, ADOBE and DocuSign
  • Ability to prepare single and multifamily residential real estate loan documents
  • Ability to assemble, correlate and analyze large volumes of due diligence information; to quickly recognize problems/deficiencies and devise solutions/corrective measures
  • Ability to effectively communicate with real estate professionals, attorneys, Department staff and the public in an informative and professional manner
  • Ability to work well with others and to effectively resolve interpersonal issues

PHYSICAL REQUIREMENTS:

  • This classification functions in a standard office environment. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, use office machinery, attend meetings in various offices and conference rooms, etc. Must be able to communicate and exchange accurate information via phone, computer, and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic, and various media formats. Must be able to work non-standard hours including the ability to work beyond 40 hours per week as needed and in compliance with the FLSA.
  • The employee must be able to lift and/or carry up to 10 pounds. Must be able to push and/or pull up to 10 lbs

OTHER:

Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
