BDR is seeking a Technical Project Manager to join our growing team! This position will be performed virtually from the individual's home office working on EST time schedule. This position requires US Citizenship with a Public Trust or the ability to obtain one.

Role Overview
BDR is seeking a Technical Project Manager to directly oversee an information technology project at the Department of Veteran Affairs and lead the execution of critical software development activities. FTC is seeking individuals with a high level of experience in technical project management and Agile-based software development. The Technical Project Manager will report to and assist VA product managers and senior IT management with adherence to VA process, risk management, change and configuration control, resource allocation, and deliverable schedules.
Responsibilities
- Directly manage and oversee software development and sustainment for a specific product or technology solution, including serving as the main liaison between VA product line managers, business customers, and third-party software developers.
- Manage typical project and program management processes, to include acquisition, development, modification, enhancement, deployment or decommissioning of software products, services or systems; product may be Commercial Off the Shelf (COTS) or internally developed software business applications.
- Evaluate project schedules and developer resource allocations to ensure successful development of approved software applications.
- Track, analyze, and coordinate multiple, complex development projects using principles and guidelines of the Project Management Institute (PMI) and Capability Maturity Model® Integration (CMMI) methodologies.
- Facilitate cross-functional and cross-team planning sessions to ensure integration of critical path development activities.
- Develop project plans and schedules based on cost estimates for new or modified application systems with a clear understanding of customer requirements and information on project costs, schedule, quality, and performance.
- Provide expert judgement for cost resource estimates.
- Manage projects based on the approved plans to ensure the successful implementation of software solutions.
- Participate in formal change and configuration management processes as a senior technical analyst to ensure adherence to approved VA processes and to identify cross product configuration issues for resolution.
- Provide input to the testing manager for the development of information systems testing strategies, plans or scenarios working with stakeholders, testing teams, and software quality assurance services representatives.
- Identify and report risks within ongoing or proposed development projects to ensure agency goals and objectives are met and to provide mitigation strategies to reduce or eliminate the identified risks.
- Support efforts to conform with quantitative and qualitative service level agreements, agency policies and procedures, and external directives.
- Provide advocacy oversight for adherence and implementation of Section 508 requirements.
- Establish and/or participate in meetings such as Integrated Project Team (IPT) meetings, SCRUMs, Technical Interchange Meetings (TIMS), project milestone reviews, Program Increment (PI) Planning and final project critical decision reviews.
- Work with business customer stakeholders and determine prospective products or services that will meet customer IT requirements.
- Provide feedback to leadership and other project stakeholders through appropriate reports, meetings, briefings and information papers, both formally and informally.
- Regularly brief senior leadership and management staff on project status and significant developments.
- Manage multiple contract development level tasks as the Project Manager in collaborate with VA product managers and contracting officers.
- Support development of communication products and briefings on the status of project activities.
- Provide technical support to the various teams involved in developing VA software solutions.
- Conduct technical analyses of complex technical and programmatic issues to provide senior executives with accurate and timely data and conclusions.
- Serve as a Subject Matter Expert on the system(s) and represent the VA product team.
Required Minimum Qualifications
- A Bachelor's Degree in Computer Science, Information Systems, Engineering Business, or relative technical discipline OR technical certification in relative technology functional area or subject can be substituted for degree in specific technology ( 5 years of additional relevant experience may be substituted for education; total 10 yrs. of relevant experience without the degree).
- US Citizenship and Public Trust clearance is required.
- PMP Certification.
- Agile Practice Certification (e.g., SAFe).
- Experience in the use of Jira or other Agile reporting and development tools.
- Experience in Agile development and rapid delivery of capabilities.
- Excellent verbal and written communication skills, including the ability to communicate with brevity and clarity.
- Federal employment or consulting experience
- Experience working in a consulting environment and understanding of client/customer relations.
- Required Technical/Business Tools:Jira, GitHub, or comparable DevOps tools
Microsoft (MS) Office Suite, i.e., Word/Excel/PowerPoint/Outlook/Teams
MS SharePoint, including basic administration and configuration
Desired Skills and Qualifications
- Experience working as a contractor or an employee for the Department of Veterans Affairs (VA)
- Knowledge of end-to-end systems, particularly with excellent industry knowledge and expertise (compensation & pension)
- Ability to work under pressure, coordinate multiple assignments at once, and meet deadlines, while maintaining a positive attitude and providing exemplary customer service
- High attention to detail
- Strong problem-solving and analytical skills
In addition, U.S Citizenship is required.
