The Town of South Hill is recruiting for a full-time Town Manager. Reporting to the Mayor/Town Council, the Town Manager is responsible for the daily operations of the Town of South Hill including the management of a balanced budget. The Town Manager works closely with staff in providing quality services to the community and executing the vision of the Town.

About the Town of South Hill:

The Town was built around a small train station and a booming agriculture industry. By the 1980s the agricultural industry remained strong and industrial manufacturing and distribution had taken hold to diversify the local economy. This evolution was fueled by the buildout of Interstate 85, Highway 58, and the existing US 1 that made South Hill the crossroads of Southern Virginia. South Hill is located just a few miles north of Lake Gaston and about 20 minutes east of Buggs Island Lake situated halfway between the capital cities of Richmond and Raleigh with both being approximately an hour away. Today, South Hill is the home of two multi-billion dollar data center sites in addition to the data center sites that surround the Town within Mecklenburg County. These continual investments in our community feed the ever-growing downtown, commercial districts and housing growth. South Hill is located in Mecklenburg County, Virginia. With a population of 4,702, South Hill is currently growing at a rate of 0.09% annually and its population has increased by 0.26% since the most recent census, which recorded a population of 4,690 in 2020. Spanning 10 miles, South Hill has a population density of 479 people per square mile.

The Town's FY 22 - 23 general fund budget of $15M supports approximately 85 employees (70 FTE) across 7 departments: Administration, Business Development, Code Compliance, Finance, Municipal Services (Facilities/Fleet, Public Works/ Streets, Parks and Recreation, and Waste Water Treatment Plant) Fire & Police.

Strategic Priorities:

  • In collaboration with the Town Council, develop the Town's Strategic Plan and execute it along with the Comprehensive Plan to support the present and future needs and desires of the community.
  • Thoroughly evaluate the Town's service delivery, capacity, resources, and organizational structure to ensure that it can meet the needs of employees and demands of the community.
  • Continue to enhance the quality of life desired by residents while driving growth, economic diversity, recreational and leisure opportunities in a sustainable, balanced manner.
  • Continue to build the technological capacity of the Town by implementing best practices to improve efficiency, productivity, and service delivery.

The Successful Candidate:

  • is strategic and innovative regarding areas for growth, new development, and redevelopment;
  • enjoys proactively engaging with the community, telling the Town's story, advocating for opportunities, and marketing the community's strengths;
  • models, communicates expectations, and holds employees accountable for the delivery of excellent customer service to both internal and external customers;
  • constructively advocates for and provides guidance to the Town Council in helping achieve vision and priorities for the Town;
  • develops and supports staff to achieve excellence in maintaining an organization's succession plan in preparation for turnover through retirements;
  • evaluates and implements opportunities to work with the Town Council in order to strategically diversify the Town's tax base while creatively assessing ways to increase revenue and manage expenses;
  • diplomatically engages with diverse stakeholders, individual community members, community groups, council members, employees, regional, state, and federal authorities in order to leverage the Town's opportunities and mitigate challenges;
  • represents the Town at regional and state meetings such as but not limited to International City/County Management Association (ICMA) and Virginia Municipal League (VML);
  • oversees the preparation and administration of the Town budget focusing on gaining efficiencies in operations and implementing debt reduction strategies; presents a balanced budget annually to the Mayor and Council for review and approval;
  • oversees the preparation of the Council agenda and related documentation for monthly meetings of the Mayor and Town Council; prepares an annual report of the Town's accomplishments and awards;
  • oversees the execution of policies, laws, and ordinances as adopted by the Mayor and Town Council.

Education/Experience

  • Minimum qualifications include a bachelor's degree in public administration, business administration, or related degree from an accredited college or university.
  • A minimum of five (5) years of executive-level management experience in local governments of similar size and complexity, or equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities to perform the essential functions of the job.
  • Areas of experience must include strong knowledge of budgeting, finance and debt reduction strategies, leadership and management skills with impeccable communication experience.

Other Requirements

Residency within the South Hill town limits is required. Selected candidates outside of the Town Limits will be asked to begin transition within 90 days of position of appointment.
