Department of Public Works (DPW) Operations Officer III encompasses work related to the administration of departmental policy and overseeing or coordinating agency operations. Employees engaged in overseeing or coordinating agency operations are responsible for planning, organizing, implementing, administering and supervising the interpretation and application of agency policies, directives and procedures designed to accomplish the mission of the agency. Work of this class may involve supervising professional and technical support workers.
Positions in the Operations Director series are differentiated based on the following factors: analytics, budget, communications, environmental factors, functional responsibilities, minimum qualifications, policy, relationship building, supervision given, and supervision received.
Responsibilities
Represent DPW at the Environmental Control Board Hearings as well as DPW Informal dispute conferences- Participates in the development and modification of Customer Services & Support Division’s priorities, goals, objectives and policies in light of regulatory and legislative changes; recommends best management practices.
- Coordinates with the Law Department regarding development of ordinances related to improving water quality and requiring City Council approval and with public information personnel regarding impact of regulatory and legislative changes on Baltimore citizens
- Promotes and explicates the utility’s positions to regulators, legislators and to statewide and national industry organizations that advocate on behalf of publicly owned water utilities.
Requirements
A bachelor’s degree in Business Administration, Public Administration, Management, or related field from an accredited college or university and 6 years of experience in professional-level administrative, operations, or technical work.
Previous lead experience may be required.
