You are invited to serve as program coordinator for the the Prince George’s County Memorial Library System’s (PGCMLS) Federal Communications Commission (FCC) grant-funded Affordable Connectivity Outreach Program. The program coordinator will have successful experience managing a project across multiple locations, possess the skill to manage a small staff, ability to coordinate tasks involving multiple departments, and have a background in sales or customer service in which quantifiable goals were set and achieved.
Job Summary: This position oversees the PGCMLS’s creation and implementation of the FCC’s Affordable Connectivity Program (ACP) to benefit residents of Prince George’s County that currently cannot afford home broadband internet. The program coordinator will collaborate with agencies and organizations throughout the county to host information and enrollment sessions. The successful candidate will manage two full-time ACP associates and coordinate outreach activities with ACP assistants and branch leadership in order to maximize Affordable Connectivity enrollment. Experience interacting with underserved populations and county residents whose household income is at or below 200% of the federal poverty guidelines.
Essential Functions:

Develop, implement, and assess the Library’s Affordable Connectivity Outreach Program, including supervision of two (2) full-time Affordable Connectivity Outreach Program associates.

Train staff and conduct workshops for all branch staff to facilitate ACP enrollment.

Schedule, manage, and administer outreach/enrollment events and digital literacy programs throughout Prince George’s County.

Coordinate technology support, curriculum, and staffing for all Affordable Connectivity Outreach Program activities.

Evaluate ACP tactics and methodology quarterly and adjust, as necessary, to attain program’s enrollment goals.

Liaise with county, municipal, school district, and other program stakeholders; ensure compliance and fulfill all reporting requirements for FCC ACP funding.

Collaborate with the Bilingual Program and Outreach Associate and Public Services Division staff to administer the ACP program for customers who speak Spanish, ASL, and other languages.

Prepare written report content for grant reports, library leadership, and other PGCMLS stakeholders at the direction of Communication and Outreach Division leadership.

Oversee creation and maintenance of office files and department records appropriately, including handling of confidential customer personally identifiable information (PII).

Perform other duties as assigned.

Bachelor’s degree in a related field.

Expert computer and digital literacy skills.
-
Strong sales/customer service experience in which goals were set and attained.

Two or more years’ experience as project manager or coordinator.

Bilingual in English and a second language preferred.

Willingness to travel (usually within the county), approximately 50% of the time.

Successful experience managing staff, including setting performance expectations and evaluating staff performance and development.

Experience in program coordination.

Experience leading projects; especially those that directly involve members of under-represented communities and the organizations that provide services to them.

Experience using Google Workspace, Adobe Acrobat, Skype, and Zoom.

Liaise with internal departments/branches and work teams for program development and implementation.

Have strong organizational skills and experience managing multiple projects in a dynamic environment.

Demonstrate oral and written communication and presentation skills.

Have commitment to community, public service, and providing exceptional customer service.

Ability to operate relevant computer systems including hardware and software, such as Microsoft Office, Google apps, electronic databases, e-mail, and internet navigation in addition to other office equipment and security systems.

Willingness to travel (usually within the county), approximately 50% of the time.

Constantly positions self to sit, walk, pull, push, bend and stoop; frequently moves or lifts up to 20 pounds.

This is a temporary, grant funded position through March 31, 2025.
